State of Massachusetts Wetlands Environmental Analyst II in Worcester, Massachusetts

The BWR Wetlands program is charged with protecting Massachusetts' wetlands, streams, rivers and other waterways. This position will be based in MassDEP's Central Regional Office (CERO), Worcester, MA and will assist Wetlands staff in various duties related to permitting, compliance assistance and enforcement of the Wetlands Protection Act, 401 Water Quality Certification Program and associated regulations.  MassDEP's Central Regional Office in located in Worcester, MA and serves 77 cities and towns situated in central Massachusetts.  Working at MassDEP is a great opportunity to do meaningful work that helps reduce the impacts of climate change and air pollution for all people of the Commonwealth now and for future generations.  MassDEP personnel are remarkably talented, dedicated, enthusiastic, and supportive.  Duties for this position include, but are not limited to, the following:  * * 1. Review, interpret, field-check, and evaluate professionally prepared engineering and survey plans, soil logs, vegetation surveys, and flood/storage/runoff hydrologic calculations; 2. Coordinate wetland project proposals with other constituencies and agencies as required in accordance with M.G.L. Chapter 131 Section 40 and its regulations at 310 CMR 10.00; 3. Perform permitting, compliance and enforcement duties and responsibilities pursuant to M.G.L. Chapter 131 Section 40 and 310 CMR 9.00, and other Departmental policies and procedures, including related field visits, review and comment on Notice of Intent applications, Orders of Conditions, Determinations of Applicability and Variance proposals; 4. Prepare, draft, and recommend for Departmental approval extension permits, correspondence letters, certificates of compliance, Superseding Orders, 401 Water Quality Certifications, Enforcement Orders, Administrative Consent Orders, Notices of Noncompliance, and Penalty Assessment Notices under M.G.L. Chapter 21A Section 16; 5. Assist in preparing referrals to the Attorney General’s Office for civil or criminal action. Represent the Department during pre-hearing conferences for adjudicatory hearing proceedings; 6. Assist in preparing comments on projects reviewed under the Massachusetts Environmental Policy Act (MEPA); 7. Assist in preparing comments on proposed division policies and procedures, perform compliance assessments/environmental monitoring under the Wetlands Protection Act and its regulations; 8. Participate in training sessions and programs; 9. Provide technical assistance and training to conservation commissions and other government agencies; 10. Perform clerical duties such as word processing and typing; 11. Assist in the maintenance of Department databases and records in accordance with established policy; 12. Perform other duties as required by the Department. Preferred Qualifications and Experience:  * * · Knowledge of principles of wetlands science including hydrology, geology, biology, and botany. · Ability to read and interpret basic engineering plans and topographic maps. · Ability to read and interpret relevant environmental statutes, regulations, policies, and guidelines. · Ability to analyze proposed construction projects, environmental science data to evaluate potential effects on environment, and make conclusions and recommendations in accordance with regulatory requirements. · Ability to deal tactfully with others and to represent MassDEP in a professional manner at public meetings, and formal permitting and enforcement proceedings. · Ability to review of hydraulic calculations and stormwater management plans. · Ability to review and interpret wetlands replication/compensation plans, sedimentation and erosion control plans, and flood insurance /floodway maps. · Ability to use Microsoft Office related computer applications. · Knowledgeable in GIS applications. · Demonstrated ability to meet deadlines; · Ability to walk on uneven terrain in natural settings and construction sites to conduct site inspections. · Excellent written and verbal communication skills; · Ability to establish and maintain harmonious working relationships with others. MINIMUM ENTRANCE REQUIREMENTS: Applicants must have at least (A) three years of full-time, or equivalent part-time, technical or professional experience in the field of environmental science, biology, chemistry, earth science, environmental health, meteorology, natural science, toxicology or public health, of which (B) at least one year must have been in a professional capacity, or (C) any equivalent combination of the required experience and the following substitutions. Substitutions: I. An Associate's degree with a major in the field of environmental science, biology, chemistry, earth science, environmental health, meteorology, natural science, toxicology or public health may be substituted for a maximum of one year of the required (A) experience.* II. A Bachelor's degree with a major in the field of environmental science, biology, chemistry, earth science, environmental health, meteorology, natural science, toxicology or public health may be substituted for a maximum of two years of the required (A) experience.* III.
