State of Massachusetts Drinking Water Program-Environmental Analyst III in Worcester, Massachusetts

MassDEP seeks applicants for the position of Environmental Analyst III within the Bureau of Water Resources (BWR), Drinking Water Program (DWP). The BWR DWP program is charged with regional implementation of the Massachusetts Drinking Water Regulations and the Federal Safe Drinking Water Act to ensure the protection of public health. This position will be based in MassDEP’s Central Regional Office (CERO), Worcester, MA and will assist inthe regional implementation of the Massachusetts Drinking Water Regulations and the Federal Safe Drinking Water Actto ensure the protection of public health. The staff person willbe responsible forsanitary surveys, technicalassistance, and compliance & enforcementwith regard topublic water systems. This includes inspecting Public Water Systems for compliance with regulatory compliance and generates inspection reports ina timelymanner; preparing and issuing routine enforcement documents and conducting associated follow-up activities. Additionally, this position provides technicalassistanceto the public and the regulated community. MassDEP’s Central Regional Office serves 77 cities and towns situated in central Massachusetts. MassDEP personnel are remarkably talented, dedicated, enthusiastic, and supportive. Duties for the position include: 1. Act as primary contact and technical assistance expert on cross connection program implementation related to matter for the regional drinking water program; 2. Coordinate and implement compliance and enforcement activities in the cross connection program, ensuring consistency with Boston; 3. Review and evaluate lead and copper monitoring data and determine compliance with the Drinking Water Regulations for various rules (LCR); 4. Conduct Sanitary Surveys of registered Public Water Systems; prepare and issue Sanitary Survey Reports and associated documents. 5. Prepare and issue standard enforcement documents (including Case Fact Sheets and Penalty Calculations for HLE if appropriate) in response to violations of the drinking water regulations. 6. Review and coordinate Chemical Treatment Form development. 7. Review of incoming Chemical Treatment Forms to determine compliance and if treatment systems are operating within optimal parameters. 8. Provide training to Public Water Systems on how to properly fill out the Chemical Treatment Form. 9. Prepare and maintain LCR Water Quality Parameter sampling plans for Public Water Systems. 10.Provide technical assistance to the general public and regulated community on drinking water issues. 11.Attend meeting, conferences and training. 12.Perform related Drinking Water Program work as assigned. Preferred qualifications at hire: · Knowledge and experience with utilizing and updating computer databases. · General knowledge of state environmental programs. · Ability to express ideas clearly both orally and in writing. · Ability to organize and compile information. · Ability to review forms and surveys and document results. · Ability to review technical correspondence, interpret, and compile results for draft response. · Experience in dealing with the public and public officials in a professional manner. · Experience in reviewing and interpreting drinking water quality data. · Familiar with general operations of public water systems. · Knowledge of MassDEP Drinking Water Regulations and guidelines, as related to monitoring and reporting requirements. · Ability to establish and maintain effective working relationships with coworkers and the public. · Strong abilities with use of Microsoft Office 2010 Tools. First consideration will be given to those applicants that apply within the first 14 days. * MINIMUM ENTRANCE REQUIREMENTS: Applicants must have at least (A) four years of full-time, or equivalent part-time, technical or professional experience in the field of environmental science, biology, chemistry, earth science, environmental health, meteorology, natural science, toxicology or public health, of which (B) at least two years must have been in a professional capacity, or (C) any equivalent combination of the required experience and the substitutions below. Substitutions: I. An Associate's degree with a major in the field of environmental science, biology, chemistry, earth science, environmental health, meteorology, natural science, toxicology or public health may be substituted for a maximum of one year of the required (A) experience. II. A Bachelor's degree with a major in the field of environmental science, biology, chemistry, earth science, environmental health, meteorology, natural science, toxicology or public health may be substituted for a maximum of two years of the required (A) experience.* III. A Graduate degree with a major in the field of environmental science, biology, chemistry, earth science, environmental health, meteorology, natural science, toxicology or public health may be substituted for a maximum of three years of the required (A) experience and one year of the required (B) experience.* Education toward such a degree will be prorated on the basis of the proportion of the requirements actually completed.
