State of Massachusetts Director of Quality Management - PM VI in Worcester, Massachusetts
TheDMH Central Mass Area is seeking a Director of Quality Management to ensure programs within Central Mass Area have effective quality management mechanisms that systematically measure, assess and improve quality of care and organizational performance to improve consumer care outcomes.
The Director of Quality Management oversees QM and Risk Management programs designed to continuously improve the safety, quality, and effectiveness of services through:
Ensuring compliance with DMH regulations, policies, procedures and contract standards
Monitoring and evaluating contracted and state-operated service programs
Developing and implementing strategies to ensure privacy and human rights for people served by DMH Central Mass, consistent with federal and state laws and regulations
MAJOR RESPONSIBILITY AREAS
Provide oversight of contract management, utilization management, and human rights processes for all contracted services in the Area.
Ensure implementation of DMH and Area risk mitigation policies and procedures including processes for critical incidents, complaints, investigations, and privacy/HIPAA compliance.
Develop and implement an integrated and systematic Area-wide approach to contract management grounded in continuous quality improvement principles to promote the delivery of high quality and cost effective services.
Identify performance and outcome indicators and conduct data analysis to support efforts to assess the effectiveness of DMH and DMH-supported programs and services
Supervise Quality Management staff positions assigned to performance improvement, human rights, and risk management functions.
Contribute to an Area-wide staff training plan to support performance improvement for DMH and contracted providers.
This position is full-time, 40 hours per week, 8:30 a.m. -5:00 p.m. Days off are Saturday and Sunday.
Given the population served, bilingual or multilingual fluency is preferred. ASL preferred. Candidates must be able to read, write and otherwise communicate in English.

The provision of the Department of Mental Health, Central Mass Area, services and supports occurs within a large geographic expanse of 97 communities ranging from urban to rural settings within the counties of Hampden, Middlesex, Norfolk and Worcester. Through an integrated network comprised of the Area Office in Worcester, five Site Offices (Canton, North County, South County, Westborough and Worcester), provider partners - inpatient and community, as well as traditional and consumer operated services, we strive to offer a full spectrum of recovery oriented, person-centered, trauma informed services within our communities and the Worcester Recovery Center and Hospital (WRCH). The Central Mass Area provides services to approximately 4,000 individuals annually, including children and adolescents, through a network of contracted community services and DMH Case Management.

MINIMUM ENTRANCE REQUIREMENTS:
Applicants must have at least (A) five (5) years of full-time or, equivalent part-time, professional, administrative, supervisory, or managerial experience in business administration, business management, public administration, public management, clinical administration or clinical management of which (B) at least one (1) year must have been in a project management, supervisory or managerial capacity or (C) any equivalent combination of the required experience and substitutions below.
I. A certificate in a relevant or related field may be substituted for one (1) year of the required (A) experience.
II. A Bachelor’s degree in a related field may be substituted for two (2) years of the required (A) experience.
III. A Graduate degree in a related field may be substituted for three (3) years of the required (A) experience.
IV. A Doctorate degree in a related field may be substituted for four (4) years of the required (A) experience.
