GENERAL STATEMENT OF DUTIES AND RESPONSIBILITIES Organizes and supervises the maintenance and repair of Training Facilities SUPERVISION RECEIVED: IIncumbent works under the direct supervision of the State Quartermaster. Incumbent periodically completes other tasks as assigned from the Construction and Facilities Management Officer in direct support of agency needs. DETAILED STATEMENT OF DUTIES AND RESPONSIBILITIES 1. Plans, lays out and supervises the maintenance and repair work to be completed by his staff, agency maintenance employees and contractors. 2. Supervises building cleaning functions including the cleaning and waxing of floors, window washing, waste removal and upkeep of restrooms. 3. Supervises the maintenance and upkeep of grounds including the mowing of lawns, and snow and ice removal. 4. Makes scheduled inspection tours to ensure that buildings and appurtenances are properly secured, and that standards of safety, sanitation and cleanliness are properly maintained. 5. Writes specifications for and estimates the costs of repairs renovations, or alterations to be completed by contract. 6. Performs related duties such as the requisitioning, inventorying and issue of supplies and equipment required at all assigned sites. 7. Required to work out-of-doors in all types of weather and occasionally work varied shifts, weekends, and holidays in the event of emergency situations. 8. Required to respond to building emergency situations. 9. Responsible for monitoring the buildings major systems including roof, structural elements, electrical, plumbing, heating, and computerized Heating, Ventilation & Air Conditioning System. 10. Responsible for timely and accurate submission of below listed report: A. Building maintenance and inspection reports and Installation Status Report Data requirements B. Requisitions for maintenance/housekeeping supplies C. Employee weekly Payroll SSTA approval & related vacation/personnel Day Request forms. 11. Preform work at multiple sites around the commonwealth in support of facility maintenance as directed by supervisor. 12. Ability to manage Statewide Contract for Tradespersons in accordance with (TRD01) Tradesperson Installation, Repair and Maintenance Service. 13. Able to write SOW (scopes of work). 14. Develop a maintenance plan independently. 15. Other duties as assigned. QUALIFICATIONS REQUIRED AT HIRE A. Knowledge of the types and uses, as well as the standard preventive maintenance procedures used, in connection with building structures and heating, ventilation and air-conditioning systems. B. Knowledge of safety precautions and procedures followed: in building and grounds maintenance. C. Knowledge and skill in the use of equipment materials and proper methods used in building and grounds custodial work. D. Knowledge of methods and procedures used in the security of buildings and property. E. Ability to understand, explain and apply the provisions of the laws, rules, regulations, procedures, guidelines, specifications, policies and standards governing assigned responsibilities and current directives from higher authority. F. Ability to read and interpret documents such as plans, specifications, blueprints and drawings. G. Ability to follow oral and written instructions; communicate effectively both orally and in writing; establish a harmonious working relationship with others. H. Ability to maintain neat and accurate records. I. Ability to supervise, including planning and assigning work according to the nature of the job to be accomplished, the capabilities of subordinates and available resources; controlling work through periodic reviews and/or evaluations; determining the need for disciplinary action and either recommending or initiating disciplinary action. J. Mechanical aptitude and manual dexterity. K. Ability to use all Microsoft Products (Outlook, PowerPoint , Excel) MINIMUM ENTRANCE REQUIRMENTS 1. Minimum Entrance Requirements: Three years of full-time experience in building maintenance, the major duties of which included maintaining and/or repairing plumbing, electrical, heating, ventilating and/or air conditioning systems 2. Ability to obtain & hold a Military Common Access Card (CAC) LICENSE AND/OR CERTIFICATION REQUIRMENTS Must have a valid Massachusetts motor vehicle driver's license First consideration will be given to those applicants that apply within the first 14 days. MINIMUM ENTRANCE REQUIREMENTS: Applicants must have at least (A) four years of full-time, or equivalent part-time, professional, administrative or managerial experience in business administration, business management or public administration the major duties of which involved program management, program administration, program coordination, program planning and/or program analysis, and (B) of which at least one year must have been in a supervisory capacity, or (C) any equivalent combination of the required experience and the substitutions below. Substitutions: I. A Bachelor's degree with a major in business administration, business management or public administration may be substituted for a maximum of two years of the required (A) experience.* II. A Graduate degree with a major in business administration, business management or public administration may be substituted for a maximum of three years of the required (A) experience.** III. A Bachelor's or higher degree with a major other than in business administration, business management or public administration may be substituted for a maximum of one year of the required (A) experience.* *Education toward such a degree will be prorated on the basis of the proportion of the requirements actually completed.
