The Department of Fish and Game (DFG) is the state agency responsible for conservation of the state's natural resources. DFG exercises responsibility over the Commonwealth's marine and freshwater fisheries, wildlife, plants, and natural communities, and provides outdoor recreation opportunities to the public. MassWildlife is responsible for the conservation of freshwater fish and wildlife in the Commonwealth, including endangered plants and animals. MassWildlife restores, protects, and manages land for wildlife to thrive and for people to enjoy. A cover letter referencing the correct position must be submitted as part of the application process and attached “as relevant” to the requisition.* *Job Opening: The Department of Fish and Game’s Division of Fisheries and Wildlife seeks applicants for the position of MassWildlifeFederal Aid and Compliance Manager Assistantto perform the following duties: The Federal Aid and Compliance Manager Assistantprovides assistance to the Federal Aid and Compliance Manager and other staff inthe management of federally funded and other grants; responsible for maintaining financial records for federalaid grant programs and the compilation of expenditures for requesting of reimbursable costs. Providesassistance to the CFO, Fiscal Program Coordinator, Federal Aid Coordinator, Revenue Coordinator, FiscalOperations Manager and more. _Responsibilities include: _ * Aids the Federal Aid and Compliance Manager, Fiscal Program Coordinator, and other staff: * Prepares and maintains financial documentation systems adequate to meet requirements for participation in the Federal Aid in Wildlife and Sportfish Restoration Program, Endangered Species, State Wildlife Grants, and other federal and non-federal funded grant programs.Review and post costs that are reimbursable through Federal Aid and other grant programs. Conduct Quality Control reviews of financial transactions to ensure DFW can maximize reimbursements. Prepare and maintain accurate worksheets of costs eligible for reimbursement and to prepare monthly formalized requests for reimbursement of recoverable costs. Provide the Federal Aid and Compliance Manager with up-to-date information about the status of project funds to ensure the satisfactory completion of project segments through proper funding and/or extensions of project periods. Monitors federal accounts to ensure accurate accounting in compliance with federal requirements. Prepares forms and other documentation—Reconciles accounting records. * Assist the Federal Aid and Compliance Manager in preparing grant-related correspondence, forms, and documents. Maintain federal aid and payables filing systems. Process written and electronic correspondence. Maintain up-to-date records necessary for theaccounting database. Maintain detailed financial records of grant programs in electronic and hard copy formats. Digitize documents associated with legacy grants from federal aid programs. * Assist the Federal Aid and Compliance Manager in preparing grant proposals and agreements for submission to the grantor. Prepare project performance and financial reports. Assist the manager with all aspects of grant management as deemed necessary. * Assist with the management of subrecipient agreements. Assist with the development and review of sub-recipient contracts and monitoring plans. Conducts sub-recipient monitoring and risk assessments by federal requirements and monitors plans and conducts yearly risk assessments to ensure subawards are used for authorized purposes and in compliance with the terms of the award. Maintains documentation by state and federal requirements. * Performs labor reporting monitoring services, ensuring compliance with federal and state requirements. Assists in developing, testing, implementing, evaluating, and enhancing MassWildlife’s labor reporting system and other federal aid systems. * Receive and compile performance reports from staff. Conducts monitoring, data entry, and analysis of performance measures in federal database programs in compliance with federal assistance programs and provides summary reports. Provides advice and assists in database enhancements. Reviews and compiles performance reports. Utilizes Tracs and other systems to perform duties. * Updates and maintains Federal Aid and Inventory Databases. Conducts annual inventories. * Assist the Federal Aid and Compliance Manager and other staff with all aspects of grant management as deemed necessary. Other miscellaneous duties as assigned. Other duties: * May assist in developing annual budgets and monitoring and tracking expenditures for certain DFW programs under the guidance of the Chief Financial Officer. * May assist with procurement requisitions for specific DFW programs under the guidance of the Federal Aid and Compliance Manager and/or CFO. * Provide General Administrative Assistance to the Chief Financial Officer and their staff as needed. * Utilize CommBuys to Initiate requisitions, submit Requests for Payment Authorization, and other transactions as deemed necessary. * Receives, evaluates, and prepares invoices for payment. * Performs other duties as assigned. _Preferred Qualifications:_ * Excellent attention to detail, highly organized, with the ability to work both independently and in a team setting. * Ability to read and interpret documents such as contracts, grant applications, technical and financial reports, laws, regulations and policies. * Ability to read and interpret documents such as contracts, grant applications, technical and financial reports, laws, regulations and policies. * Excellent Common Sense, Judgement, and Decision-Making Skills. * Ability to maintain confidentiality of financial, personal, and other matters. * Proficiency with the suite of Microsoft programs (particularly Excel, Word, PowerPoint, and Access) * Ability to conduct data analysis and produce reports. * Excellent Interpersonal Skills with the ability to establish and maintain harmonious workingrelationships with others. Ability to deal tactfully with others. * Experience with grant management is preferred, but not required. * Proven ability to meet strict deadlines and monitor performance of others to adhere to deadlines. * Proven ability to perform accurate data entry. Experience collecting data, entering data into designatedsystems, reviewing records for completeness, and resolving data discrepancies. * Considerable knowledge of office practices and procedures. * Considerable knowledge of bookkeeping principles. * Considerable skill in keeping accounts and preparing financial statements. * Considerable skill in technical writing, including proficiency in grammar, spelling, and punctuation, for composing formal letters, grant proposals, electronic communications, and other various office correspondences. Ability to write, review, and edit grants, reports, contracts, and other documents. * Ability to produce financial reports and written documents accurately, completely, and neatly in atimely fashion. * Ability to set priorities, to organize time efficiently, and to work independently and at several tasks simultaneously. Strong team and work ethic. * Ability to use a variety of web-based database interfaces for Division management activities. QUALIFICATIONS ACQUIRED ON JOB * MassWildlife Internal Controls and Procedures * MMARS and/or CIW training and proficiency. * CommBuys training and proficiency. * Knowledge of MA procurement law. Applicants must have at least (A) three years of full-time, or equivalent part-time, experience in administrative work experience or (B) any equivalent combination of the required experience and the substitutions below: Substitutions: I. An Associate's or higher degree with a major in business administration, business management or public administration may be substituted for a maximum of two years of the required experience. II. An Associate's or higher degree with a major other than in business administration, business management or public administration may be substituted for a maximum of one year of the required experience. Education toward such a degree will be prorated on the basis of the proportion of the requirements actually completed.
