Summary This position is located in the Chief of Staff service at the West Roxbury MA Campus within the VA Boston Healthcare System. Responsibilities The incumbent functions as a liaison to multiple staff offices and serves as the conduit for information flow and management of assignments between such offices. Monitors and manages incoming actions and requests from initial receipt to completion and closeout. Analyzes the subject matter of incoming information that is generally procedural and factual in nature for appropriate distribution to offices internal or external to the office. Some of the major duties include but is not limited to the following: Monitoring and managing incoming actions and requests. Participating in special information flow studies, analyses, presentations and briefings. Conducting routine studies on operational processes, issue topics, or related special projects. Working in coordination with other internal reviewing services on routine audits and reviews of national concern. Working with senior management in implementing and evaluating policies, plans and internal operational systems. Managing and coordinating all online communication tools such as assigned intranet websites, internal SharePoints, and other related informational tools. Coordinating with the appropriate individuals or offices to develop proposals and supporting materials for presentation at conferences, meetings, hearings and other external activities. Work Schedule: Monday-Friday, hours flexible and will be discussed during the interview but range between 07:00am and 04:30pm. Telework: Available on an Ad Hoc basis. Qualifications To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/07/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. In addition to meeting the Individual occupation requirement You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade (GS-07) in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Contacting and engaging with various administrative program officials within Headquarters and in the field to manage, coordinate, and complete various route assignments or projects. Communicating with responsible staff agency members to ensure completion of all requested actions and appropriately closes out all requests. Performing routine agency administrative practices such as correspondence control practices, office processes, regulations, and rules in keeping with senior management decision makers affecting the administration Applying knowledge in hospital administration principles, theories, and practices. Working with various boards to coordinate regular committee meetings, ensuring all steps are completed. Performing timekeeping responsibilities such as entering timecards, submitting overtime, and performing timecard corrections. Performing budgetary functions in a government agency. . OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related. Degree must be relevant to the position to be filled. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond 1 year of graduate level education may be used to qualify applicants for positions at grades GS-9. The education and experience must be directly related to the work of a Health System Specialist.
