State of Massachusetts Program Coordinator II-Dam Safety Coordinator in West Boylston, Massachusetts

About the Department of Conservation and Recreation (DCR). The Department of Conservation and Recreation (DCR) manages one of the largest and most diverse state parks systems in the nation and protects and enhances natural resources and outdoor recreational opportunities throughout Massachusetts. The DCR system includes over 450,000 acres of parks, forests, water supply protection lands, beaches, lakes, ponds, playgrounds, swimming pools, skating rinks, trails, golf courses and parkways. The Department of Conservation and Recreation seeks qualified applicants for the position of Program Coordinator II - Dam Safety Coordinator. GENERAL STATEMENT OF DUTIES AND RESPONSIBILITIES Coordinates and assists with administration of program activities including dam ownership, dam regulatory jurisdiction, dam registration, dam inspection regulatory compliance. General office management, including contract administration, fiscal tracking, coordination of staff assignments, management of office files, records, supplies and equipment, vehicle pool coordination and maintenance. Work cooperatively with regulated dam owners, the public inquiries, liaison with local, state and federal agencies and the national dam professional association. Review certain documents and contracts for completeness, content and regulatory compliance. Coordinate and maintain a system for receiving and sending all types of correspondence and maintaining a permanent record of all correspondence, reports, and dam safety related document DETAILED STATEMENT OF DUTIES AND RESPONSIBILITIES * Devises methods of accomplishing program objectives. * Coordination and administration of contracts, vendor encumbrances, payments, and tracking. Assist the Section Chief with development of program budgeting. * Review of documents for completeness, content, and compliance with regulatory and legal standards. * Responsible for entry of data into the Dam Safety Database application. * Coordination and tracking of received reports, correspondence, permits, brochures, and legal documents. * Organization and maintenance of program correspondence, records, files, and accounting. * Administration and maintenance of vehicle pool: staff vehicle assignments, mileage reports, and vehicle maintenance. * Coordinate, implement and update procedures and guidelines to ensure dam owner compliance with Dam Registration regulatory requirements. Review, analyze and verify data received from dam owners. Ongoing communication with dam owners and data entry as needed. * Responsible to issue a Dam Registration Certificate to all dam owners after successful completion of the Dam Registration Form. Track and ensure that the certificate is returned to the dam safety office within 14 days of issue. * Develop, implement, and maintain procedures and guidelines for conducting dispute resolution pertaining to dam ownership contests. * Coordinate contractor assignments for dam owner research for dams with no known owner or dams for which ownership is in dispute. Coordinate and conduct office review of contractor ownership reports for completeness and accuracy. As necessary, confer with department legal counsel. Prepare applicable correspondence to the identified dam owners for the Section Chief’s signature. * Develop, implement, and maintain a procedure for processing Transfer of Ownership Notification Requests for regulated dams as required by dam safety law and regulations. Review dam owner submittals for completeness and compliance with program requirements. * Responsible for maintenance and ongoing updates of dam ownership records contained in both program files and the dam safety program database of dams’ application. * Conduct initial administrative review of inspection reports, review for completeness and compliance with format requirements, enter statistical data into dam safety database application, inform dam safety compliance engineer of dams that are reported to be in poor or unsafe condition. * Coordinate the communication to dam owners pertaining to findings of program engineering staff pertaining to review of inspection reports and other technical documents. * Assist the Section Chief with the training and administration of clerical staff assigned to the Dam Safety Office to assist with all regulatory components of the program. * Responsible to review database records and file information and develop plans and recommendation for issuing regulatory enforcement orders to dam owners that are in arrears with safety inspection and emergency action plan reporting requirement. * Coordinate preparation of applicable enforcement documents with Department Legal Counsel and issue documents to dam owners who are not in compliance with the regulations. * Coordinate and maintain a process for receiving correspondence, phone calls/messages and emails and a process for resolving all such office communications by either answering communications or forwarding to the applicable engineering staff for resolution. * Coordinate, implement and maintain a process for sending and tracking all program correspondence to dam owners and others that may apply to conducting required inspections, investigations, reporting of ownership information, Emergency Action plans and other documents. Responsible for ensuring all such correspondence is sent via certified mail return receipt requested and all such U.S. mail materials are retained, copied, and incorporated into office files. * Responsible for making periodic trips to local post office. At times it may be required to personally deliver large mailings to the Boston Office for handling by the central office mail room. * Responsible for coordination of the Federal Emergency Management Agency (FEMA) National Dam Safety Program Grant budget and spending plan. * Represent the department at professional conferences, seminars, and act as liaison to state, federal, local agencies, and the general public. * Coordinate meetings and training with the Association of State Dam Safety Officials National Dam Safety for Dam Safety staff. * Other duties as assigned by program Section Chief. MINIMUM ENTRANCE REQUIREMENTS: Applicants must have at least (A) three years of full time, or equivalent part-time, professional, administrative or managerial experience in business administration, business management or public administration the major duties of which involved program management, program administration, program coordination, program planning and/or program analysis, or (B) any equivalent combination of the required experience and the substitutions below. Substitutions: I. A Bachelor's degree with a major in business administration, business management or public administration may be substituted for a maximum of two years of the-required experience.* II. A Graduate degree with a major in business administration, business management or public administration may be substituted for the required experience.* III.
