TURNERS FALLS Home Modification Loan Program (HMLP) Administrator The Franklin County Regional Housing and Redevelopment Authority (HRA) serves the housing and community development needs of the twenty-six towns of Franklin County, Massachusetts. We work with residents to successfully access a wide variety of housing resources. We also work with the municipalities of Franklin County to apply for and administer grant funding for various infrastructure and community development projects. Position Overview: The Home Modification Loan Program (HMLP) Administrator implements HMLP, a state-funded loan program that provides financing to homeowners and small landlords for necessary home modifications that allow individuals with disabilities and older adults to remain in their own homes and communities. The position may also assist with the implementation of other housing assistance programs serving primarily low- and moderate-income households in Franklin County. Supervision Received: The HMLP Administrator works under the supervision of the HCEC Operations Manager. Additional guidance provided by the Community Development Director on loan processing, and other guidance provided by the HCEC Director as needed. Essential Job Functions: Serve as the primary program contact for the Home Modification Loan Program (HMLP). Process HMLP applications and, if assigned, process applications for other financial assistance, housing and loan programs within the agency\'s portfolio. Maintain waiting lists; schedule and perform intake appointments. Provide clear communication and regular updates to applicants about their application(s). Gather and maintain data on applicants and program participants into established databases for the purposes of tracking and reporting on numbers of clients served and the types of assistance they receive. Take the lead in the development, marketing and delivery of outreach strategies and educational programs on housing related issues. Assist with presenting and facilitating various housing related workshops. Provide information, referrals, and brief counseling to clients on housing-related issues, specifically homeownership, financial literacy, re-sales, and home improvement options. Maintain an awareness of current rules, regulations, and policies relating to housing programs administered by the HCEC. Other duties as assigned. Minimum Qualifications: High school diploma or equivalent required; some college preferred. Minimum of 2 years working in the financial industry, housing counseling or related field preferred. Experience preparing loan documents and closing loans preferred. Valid driver\'s license and access to reliable transportation; this position may require travel across Franklin County for meetings, workshops and assisting clients with applications.
