System Security Engineer Cyber Lead – P5

Job Summary:

Raytheon is seeking a talented System Security Engineering (SSE) Cybersecurity Program Lead to join our team. This individual will be responsible for assisting in the development and management of the cybersecurity scope on the Dual Band Radar program. This person will also serve as a direct interface to the US Government Customer during important reviews, briefings, and technical exchange/demos. Communication and collaboration with the customer as well as with other engineering disciplines and Program Management is required to ensure alignment of the cyber posture within the program's and customer’s requirements. The person in this role will lead the analysis of issues that directly affect the system. The successful candidate will have a security conscious approach to take into consideration the systems level effect to resolving complex programs and the ability to convince leadership that the proposed solution is best for the mission (including program cost and schedule as well as the technical solution). The individual will work with the program and customer in the maintenance and acquisition of Risk Management Framework ATOs, support tech refresh and system upgrades, and provide strategic input and planning for the system, applications, architecture and design in a dynamic environment. This person will assist in the tracking of key roadmaps and deliverables alongside program management.

What You Will Do

• Performing Cyber Lead duties, including earned value and people management

• Implement proper cybersecurity controls

• Interact with customer to define SSE requirements, solutions, trades, costs, implementation, system impacts, and effectiveness

• Maintain a Risk Management Framework Authorization to Operate for the system

• Support developing plans and estimates, task execution, project tracking, reporting, and risk identification and mitigation plans

• Plan and guide SSE implementations in customer systems

• Consult and assist program line management with SSE architectures and issues

• Define security development and test efforts implementation of security controls of networking devices, databases, operating systems, and hardware and software component

• Integrate cybersecurity development activities

• Developing top-level system requirements, and flowing down requirements and implementation concepts to subsystem

• Understanding, and compliance with, DoD technology release and export licensing policies

• Supporting the development of bids and proposals

• Working with Earned Value Management (EVM)

Qualifications You Must Have

• Typically requires a Bachelor’s in Science, Technology, Engineering, or Mathematics (STEM) and 10 years of prior relevant experience, or an Advanced Degree in a related field and 7 years of prior relevant experience. In absence of a degree, 14 years of relevant experience is required.

• Technical leadership experience

• Experience in Cybersecurity Engineering

• Experience working with Customers and/or Suppliers

• Experience with Systems Engineering

• Active and transferable U.S. government issued security clearance is required prior to start date. U.S. citizenship is required, as only U.S. citizens are eligible for a security clearance

• The ability to obtain and maintain additional program access as required

Qualifications We Prefer

• Experience working directly with US Government Customers.

• Excellent interpersonal skills with the ability to interact positively with coworkers, suppliers, stakeholders, and customers in a team environment

• Experience with the US Navy Customer

• Hands on experience configuring and implementing cybersecurity tools

• Knowledge of information security toolsets including anti-virus, Vulnerability Assessment, HIDS/ NIDS, host-based or endpoint security solutions, Multi Factor Authentication (MFA), and Security Incident and Event Management (SIEM) and centralized auditing tools

• Knowledge of Host Based Security System (HBSS) / Endpoint Security Services (ESS), Assured Compliance Assessment Solution (ACAS) / Tenable Security Center, and Security Content Automation Protocol (SCAP).

• Experience with IT and/or network and system security administration, including operating system security configuration and account management best practices for UNIX, MS Windows, Red Hat Enterprise Linux, and CISCO systems

• Understanding of Systems Engineering requirements, specifications, and Experience implementing DoD and Federal IA Certification and Accreditation Processes, IA controls and developing and maintaining associated certification and accreditation documentation

• Experience in the implementation and business growth of SSE implementation throughout the entire life cycle

• Cyber Certifications in accordance with DoDD 8570/DoDD 8140 such as CISSP, GSLC, CEH

• Program management experience

• Broad understanding of technology and working knowledge of NIST 800-53

The salary range for this role is 118,000 USD - 246,000 USD. The salary range provided is a good faith estimate representative of all experience levels. RTX considers several factors when extending an offer, including but not limited to, the role, function and associated responsibilities, a candidate’s work experience, location, education/training, and key skills.
