The Land and Air Defense Systems (LADS) Strategic Business Unit (SBU) has an exciting opportunity for a Senior Manager, Contracts within the Global Patriot program area. We are looking for an experienced candidate to provide oversight and leadership to a team of Contracts Professionals supporting the European programs. The portfolio is predominately comprised of Foreign Military Sales (FMS) for the production, integration, technical assistance, and sustainment of the Patriot system to European partners.
In this role, you will have direct supervisory responsibilities while also leading the front-end assessment of business pursuits, proposal preparation, contract negotiation, contract management, and significant customer activities to provide for proper contract acquisition and fulfillment of contract requirements in accordance with company policies, legal requirements, and customer specifications.
You will need to utilize regular excellent application of business acumen and subject matter expertise to understand program performance requirements, develop contractual and negotiation strategy, provide guidance, and influence results in support of program and financial objectives. Additionally, the Senior Manager, Contracts is required to work closely with Program Management leadership, the Office of General Counsel, and cross-functional peers in support of program gate reviews, program management reviews, business strategy sessions, proposal reviews, risk management activities, and all other contractual related matters affecting the portfolio.
The successful candidate will work with both internal and external customers to ensure successful program performance and influence outcomes to achieve desired results. The successful candidate will have a track record of success in Foreign Military Sales, familiarity with the USG Letter of Offer and Acceptance (LOA) process, international financing principles, and leadership aptitude.
Responsibilities To Anticipate:
Effectively communicate with internal and external customers to establish mutually beneficial relationships and influence business decisions.
Implement strategies to improve acquisition timelines and customer pace of contractual actions.
Investigate and resolve complex contractual matters by applying astute critical thinking, gathering detailed information, seeking innovative contracting techniques, and proactively collaborating with relevant stakeholders.
Provide strategic advice and guidance on numerous contractual rights/obligations, regulations, and policy/procedure to mitigate risks and unauthorized changes.
Review proposals to ensure proposed solutions meet customer requirements, represent a balanced risk/opportunity posture and deliver a financially sound business case while meeting company policies and standards.
Develop pre-negotiation objectives and implement negotiation strategy reviews as part of the proposal development process.
Coach, manage, and strategically lead the European FMS contracts team to continuously improve the overall quality, capability, and bench strength of the contract's organization.
Have the ability to represent Raytheon independently on significant transactions while developing and maintaining trusting relationships with complex customers.
Qualifications You Must Have:
Typically requires a University Degree or equivalent experience and minimum 10 years prior relevant experience, or an Advanced Degree in a related field and minimum 8 years’ experience
Experience with Federal Acquisition Regulation (FAR) and the Defense Federal Acquisition Regulation Supplement (DFARS)
Experience in Foreign Military Sales (FMS) for development, production, sustainment, and / or services contracts
Experience in the development of proposals, such as researching, fact-finding and negotiations
The ability to obtain and maintain a U.S. government issued security clearance is required. U.S. citizenship is required, as only U.S. citizens are eligible for a security clearance
Qualifications We Value:

Excellent time management and organizational skills are essential
Knowledge of the missile defense market
Cross-functional experience in Finance, Integrated Supply Chain, Business Development, or Program Management
MBA or Juris Doctor
Active US Government DoD Secret Security Clearance

This position requires the eligibility to obtain a security clearance. The salary range for this role is 118,000 USD - 246,000 USD. The salary range provided is a good faith estimate representative of all experience levels. RTX considers several factors when extending an offer, including but not limited to, the role, function and associated responsibilities, a candidate’s work experience, location, education/training, and key skills.
