State of Massachusetts Program Coordinator III / Public Education Coordinator in Stow, Massachusetts

The Department of Fire Services, through the Fire Safety Division, provides for the protection of life and property from fire, explosion, electrical and related hazards by assisting the regulated communities and local fire departments through enforcement, statutory regulation, investigation, data analysis and public education.

The Fire Data and Public Education Coordinator position supervises the fire data and public education unit; serves as full-time public education employee; provides statistical data and public education messaging to the PIO; and serves as back up Public Information Officer. Some specific duties and functions are:

  1. Oversight of the maintenance of several statutorily mandated information systems including: MFIRS -Massachusetts Fire Incident Reporting System (MGL C148 S2); M-BIRS - Massachusetts Burn Injury Reporting System (MGL C112, S12A); and PILR- Property Insurance Loss Register (MGL C148 S 32) and the Burned/Recovered Motor Vehicle Reports (MGL c175 s113O) from database management, to data collection, to production and publication of data analyses and annual reports. Many policy and program decisions are made in part on fire data. To help decision-makers make the best possible choices, it is essential that they be provided with the most accurate possible statistics and analysis of what the statistics mean. The data must be turned from numbers into useable information.

  2. Maintaining information systems requires constant education and re-education of the people who report the data. The fire data unit interacts with 366 fire departments and districts regarding the maintenance of their incident reporting systems, and assists them in reporting their data accurately to the State Fire Marshal either on paper forms or electronically. In addition, the unit interacts with 76 acute care hospitals on reporting burn injuries.

  3. Determines what fire data analyses to conduct and what statistical publications to prepare but the core of the fire data analysis cycle are: the production of two annual reports, an Executive Summary, community and county analyses and special topic studies.

  4. Makes recommendations to the division director on problems to focus on in Statewide Community Risk Reduction plan based on issues identified in the fire and burn data.

  5. Coordinates all public fire and safety education programs in the Division of Fire Safety including but not limited to: S.A.F.E. - Student Awareness of Fire Education Program grant program; Senior SAFE the Fire and Burn Public Education Resource Library; Fire Prevention Week activities; and development and dissemination of seasonal or audience specific educational materials. Community fire education is the cornerstone of this agency’s mission to reduce the human cost of fire.

  6. Supervises the Student Awareness of Fire Education and Senior SAFE Grant Programs that provide grants to local fire departments to conduct classroom-based education in collaboration with local schools. This includes preparing the grant application, coordinating the review process, preparing grant recommendations, collecting reports from fire departments, producing a statewide annual report from those reports.

  7. Responsible for coordinating the activities of the MA Public Fire and Life Safety Education Task Force. This group provides leadership and advocacy for public fire and life safety education in the state and policy guidance to the State Fire Marshal through the Public Education Coordinator. It has developed and maintains the Curriculum Planning Guidebook for use by local fire educators, plans and organizes the annual conference, assisted with the development of a certification standard at the Mass. Firefighting Academy for public fire and life safety educators, helps to develop accurate and consistent messages, assists in developing evaluation tools for public education.

  8. Develops, writes, edits and produces educational handouts, All Hands Herald articles, and pamphlets for fire educators, fire prevention officers and the public.

  9. Coordinates the annual public 2-day Public Fire and Life Safety Education Conference that takes place in the fall prior to Fire Prevention Week each year. The conference features numerous workshops and general session speakers from both inside and outside of Massachusetts on topics that develop the skills of firefighter-educators as well as classroom teachers and health educators. It hosts 150-250 participants and 50 speakers. Duties include developing and printing the program, contracts for speakers and space, publicity, producing packet materials, writing speeches, and organizing the details of the day.

  10. Develops and delivers training to the public on fire and life safety which can include day care providers, teachers, older adults, care providers, linguistic minorities, people who are deaf or hard of hearing or have visual impairment, or other target populations.

  11. Manages the budget of the S.A.F.E. and Senior SAFE Programs.

  12. Assists in developing and promoting statewide educational media campaigns. Examples of past or on-going campaigns are: Cooking Fire Safety, Carbon Monoxide Alarms, Keep Warm, Keep Safe and Home Oxygen Fire Safety. This includes message development, content development, developing distribution methods and hiring contractors to purchase and produce media.

*Salary placement is determined by years of experience and education directly related to the position and the Human Resource Division’s and Bargaining Unit's recruiting guidelines. Generally a substantial number of years’ experience is necessary to attain the higher end of the salary range.

Preferred qualifications:

  • A Master’s degree in Education, Public Administration, Public Safety Management or related field preferred.

  • Knowledge of the Fire Service relative to Public Education/ Community Risk Reduction

  • Experience in Adult Learning Methodology/Theory.

  • Knowledge of education evaluation techniques.

  • Knowledge of principles and methods of teaching and instruction.

  • Knowledge of the psychology of learning.

  • Knowledge of motivation and reinforcement techniques.

  • Knowledge of principles and practices of public education including familiarity with the Department of Elementary and Secondary Education curriculum frameworks and the common core of learning, and issues related to the Education Reform Act of Massachusetts.

  • Knowledge of statistical methodology, database maintenance and basic computer applications

  • Ability to support and assist instructors with design and redesign of instructor-led, online, and blended learning programs.

  • Strong written, verbal, oral communication and presentation skills; must be proficient in English.

  • Proficiency in written English at a sufficiently advanced level to write, edit and proofread documents of publication and for distribution to target segments of the public (e.g., age groups, linguistic minorities.)

  • Must be an expert in proofreading and editing copy for a wide array of print and online communications.

  • Ability to translate complex technical or statistical information into a form that can be used and understood by the public.

  • Ability to prepare documents for publication in other languages, including hiring of translators, knowledge of back translation techniques.

  • High level of proficiency in the use of Adobe Acrobat and Microsoft products including Word, Excel, PowerPoint, Outlook, and Teams.

  • Experience using “Web 2.0” applications such as blogs, wikis, podcasts, video sharing, and social networking.

  • Ability to operate well both in a team environment and independently with minimal supervision required.

  • Strong time management, planning, collaboration and organizational skills.

  • Ability to establish rapport with persons from different ethnic, cultural and economic backgrounds.

MINIMUM ENTRANCE REQUIREMENTS: Applicants must have at least (A) four years of full-time, or equivalent part-time, professional, administrative or managerial experience in business administration, business management or public administration the major duties of which involved program management, program administration, program coordination, program planning and/or program analysis, and (B) of which at least one year must have been in a supervisory capacity, or (C) any equivalent combination of the required experience and the substitutions below.

Substitutions:

I. A Bachelor's degree with a major in business administration, business management or public administration may be substituted for a maximum of two years of the required (A) experience.*

II. A Graduate degree with a major in business administration, business management or public administration may be substituted for a maximum of three years of the required (A) experience.*

III. A Bachelor's or higher degree with a major other than in business administration, business management or public administration may be substituted for a maximum of one year of the required (A) experience.*

*Education toward such a degree will be prorated on the basis of the proportion of the requirements actually completed.
