City of Springfield Project Director in Springfield, Massachusetts

Project Director Position Purpose/Summary Responsible for administrative, technical and professional engineering work in planning, coordinating and directing the activities in connection with the construction of various facilities of the Department of Public Works. Work is performed with considerable latitude for independent action and decision in accordance with accepted environmental engineering practices adapted to municipal requirements and previously approved building plans and blueprints under the administrative direction of the Deputy Director of Public Works who reviews work through reports and conferences. Supervision is frequently exercised over assigned personnel and liaison workers activities. Essential Functions Plans, administers, coordinates, and directs the work of contractors and/or consultants in the layout and construction of the various components of the City\'s Integrated Solid Waste Management System and related facilities. Promotes and tracks the City\'s recycling rate and seeks cost effective ways to improve system. Applies for various local and state grants. Confers with administrative and management officials of similar plans and surrounding towns to advise and enforce ordinance provisions pertaining to type, quality and quantity of refuse. Confers with municipal, state and federal officials and with various consultants on technical, legal and administrative matters. Keeps abreast of current trends and developments in the field through reading and observation. Plans, implements and coordinates various refuse reuse and disposal strategies including recycling: leaf, yard waste and sludge composing; demolition and construction debris, household hazardous waste, and related activities. Manages Municipal Recycling Enforcement Coordinator making sure regular recycling inspections occur. Knowledge, Skills, and Abilities Thorough knowledge of the principles, practices and procedures of various aspects of municipal solid waste. Thorough knowledge of the occupational hazards and safety precautions involved in the work. Knowledge of state and federal rules, regulations and status applicable to solid waste. Knowledge of standard laboratory methods in the examination of solid waste. Ability to develop and execute both current and long range plans, policies, and procedures. Ability to prepare plans and specifications for plant additions and improvements, including major equipment and material purchases. Ability to establish and maintain effective working relationships with subordinates, government officials, consultants, industrial officials, and the general public. Ability to express oneself clearly and concisely, orally and in writing. Education and Experience Bachelor\'s degree with major course work in sanitary, environmental, public health, engineering or closely related fields; or considerable experience in the design, operation, methods and procedures involved in the recycling and composing of municipal solid waste and other refuse. Minimum of three years of progressively responsible experience in the field of Solid Waste.
