The Executive Office of Energy and Environmental Affairs (EOEEA) serves Commonwealth residents interested in outdoor recreational activities, clean energy solutions and those who work with animals and livestock. Equally, EOEEA works with energy consumers, power companies, clean energy providers, and farmers to delicately balance the interaction with environmental protection laws and regulations while being a cornerstone for our economic prosperity. _Job Opening:_ The Department of Environmental Protection, seeks applicants for an Program Manager VII - Deputy Regional Director, BWR WERO in the Bureau of Water Resources located in Springfield, MA to perform the following duties: _Position Overview:_ Reporting to the Regional Director, this position serves as the Deputy Regional Director (DRD) for the Bureau of Water Resources (BWR) in the Western Regional Office. The DRD will be responsible for the day-to-day bureau operations including implementation of state and federal environmental rules and regulations in the areas of Wetlands and Waterways, Drinking Water, Wastewater Management (Municipal, Industrial and Title 5), Water Management Act, Underground Injection Control, staff management and associated program policy development. _Major duties include, but are not limited to the following:_ 1. Plan, direct and oversee permitting, compliance assurance, enforcement, and compliance assistance activities, and ensure that decision-making, recordkeeping, data management and fee tracking associated with such activities is conducted in accordance with MassDEP statutes, regulations, and policies; 2. Participate as a proactive, collaborative, and effective member of the Western Regional Office management team; 3. Design and implement systems for measuring environmental protection efforts and staff performance; 4. Manage bureau section chiefs and their staff. Including but not limited to planned work or project assignment, performance evaluations meeting goals and objects, coach and train staff for growth opportunities, and take corrective action when needed. 5. Represent the Regional Director with key stakeholders; 6. Represent the Western Region at statewide BWR staff meetings and participate in BWR policy, regulation and program development activities; 7. Manage personnel activities (performance evaluations, hiring, disciplinary actions, work assignment and staff development); 8. Support and implement Department goals for addressing Environmental Justice, Diversity and Equity. 9. Perform other relevant work or projects assigned. As a public manager, the DRD will be responsible for the implementation within this unit of Affirmative Action principles, Americans with Disabilities Act, Minority Business Enterprise Procurement, and Department personnel policies and procedures in accordance with state and federal rules. _Preferred Qualifications_: 1. Modern management and administrative skills and application experience. 2. Ability to supervise and motivate subordinates. 3. Knowledge of environmental regulatory activities, science, law and engineering and with one or more areas of detailed expertise. 4. Effective interpersonal skills. 5. Ability to weigh facts and arguments and make good decisions quickly. Sophisticated understanding of interaction of environmental policies with economic, energy, transportation, social and public interests. 6. Ability to communicate effectively in writing and verbally. 7. Ability to work under challenging time constraints. 8. Knowledge of the function and responsibilities of state, federal and local government. 9. Ability to mediate conflicts and coordinate conflicting interests. 10. Ability to interact effectively with the press. 11. Knowledge of and commitment to the importance of diversity and equity. MINIMUM ENTRANCE REQUIREMENTS: Applicants must have at least (A) six (6) years of full-time or, equivalent part-time, professional, administrative, supervisory, or managerial experience in business administration, business management, public administration, public management, clinical administration or clinical management of which (B) at least two (2) years must have been in a project management, supervisory or managerial capacity or (C) any equivalent combination of the required experience and substitutions below. Substitutions: I. A certificate in a relevant or related field may be substituted for one (1) year of the required (A) experience. II. A Bachelor's degree in a related field may be substituted for two (2) years of the required (A) experience. III. A Graduate degree in a related field may be substituted for three (3) years of the required (A) experience. IV.
