South Middlesex Opportunity Council Program Manager, Individual Services- Western in Springfield, Massachusetts

SUMMARY

Open Door Social Services provides wrap-around services to individuals and families living in Springfield. The Program Manager is responsible for the management of the day-today operations and supervision of program staff. Responsibilities also include overseeing the management of the Western Ma SMOC housing continuum serving single adults.

PRIMARY RESPONSIBILITIES

  • Oversee the operational and fiscal activities of the program/department including staffing levels, supervision, program outcomes, contract compliance, and budgets.

  • Work to help recruit, manage, develop, and evaluate staff by providing timely mentoring, training, and performance management. Complete the required paperwork in accordance with company policy.

  • Provide support, supervision, and training to the staff of Open-Door Social Services and the Western Mass Housing staff.

  • Create a climate in which all staff are empowered, respected, and treated with dignity.

  • Work as a part of the leadership team to create and implement best practices.

  • Ensure that the staff are trained in and use a trauma-informed, low-threshold approach to engage clients while maintaining professional boundaries.

  • Identify all possible resources for clients and ensure that staff are making appropriate referrals as needed.

  • Prepare all required reports, grants, etc., and attend agency-wide meetings.

  • Work closely with funders, partners, and stakeholders to ensure good relationships.

  • Engage all clients by understanding and addressing their needs whether within or outside the scope of work.

  • Attend and participate in team meetings as requested and communicate effectively with clients and staff in other areas.

  • Maintain confidentiality of client, employee, and agency information in accordance with federal and state laws and funder requirements.

  • Ensure compliance with program/department, agency and/or funder requirements, as well as SMOC policies and procedures.

  • Monitor property condition and coordinate needed repairs with maintenance to ensure appropriate upkeep of a building.

  • Ensure timely, accurate data entry into ETP and maintenance of client records in accordance with EOHLC regulations.

  • Other duties as assigned.

KNOWLEDGE AND SKILL REQUIREMENTS

  • Bachelor’s degree preferred.

  • Supervisory experience of at least 3 years.

  • Sensitivity to low-income families of diverse backgrounds.

  • Ability to work independently.

  • Flexibility in schedule.

  • Valid Driver’s license, reliable vehicle and evidence of insurability.

  • Excellent organizational and interpersonal skills required.

PHYSICAL REQUIREMENTS

  • Ability to lift 25 lbs.

  • Ability to walk up and down stairs.

ORGANIZATIONAL RELATIONSHIP

  • Directly reports to Managing Director of Open Pantry.

  • Indirectly reports to: Director of SMOC Housing operations

  • Direct reports of this position are: Open Door Staff and Western Mass Housing Staff.

WORKING CONDITIONS

As part of the responsibilities of this position, the Program Director will have direct or incidental contact with clients served by SMOC in various programs funded or administered through the Executive Office of Health and Human Services. A successful background check is required.
