Position Summary: MassDEP seeks applicants for the position of Environmental Engineer III (EE III) – Drinking Water. The position is assigned to the Western Regional Office (WERO) Bureau of Water Resources (BWR), Drinking Water Program (DWP), located in Springfield, Massachusetts.Under the primary supervision of the DWP Section Chief within the BWR– WERO, and an EE IV, the EE III assists in carrying out the responsibility of the unit. The primary role/responsibility of this position will be regional Engineering work in the DWP. The EE III duties will include but not be limited to the following: * Review permit applications for DWP new source approval and treatment systems, e.g. filtration, disinfection, pilot studies, contaminant removal, chemical addition, etc. Review includes ensuring regulatory compliance with water quality standards and simultaneous compliance with all other water quality/treatment requirements; * Conduct inspections of PWS facilities and source water areas ensuring compliance with statute and regulations; * Prepare enforcement cases and follow through on enforcement when noncompliance is identified through inspections and or water quality data review; * Provide technical assistance to Public Water Systems (PWSs), consultants and others in connection with treatment technologies and treatment systems; * Track, document and provide to the data manager, permits, complaints, inspections, enforcement, and follow-up information regarding milestone compliance; * Participate in drafting and developing public education, public notice and training materials to assist public water suppliers, Boards of Health, etc.; * Respond to and assist with Drinking Water Emergencies; and * Perform all duties necessary to administer all statutes and regulations related to drinking water, including the regulations at 310 CMR 22.00. Performance of these duties requires the professional environmental analytical work of substantial difficulty and importance with some latitude for self-directed and/or unreviewed action and decision, requiring independent judgment and skill. The selected candidate must have demonstrated experience: * Public Water System operations, water system/water treatment design. * Developing, maintaining, and performing quality assurance/quality control for data review/management and working knowledge of Microsoft Office software such as Access, Excel, Power BI, etc. * Familiarity with analytical laboratory processes, including sample preparation and analysis. The selected candidate must be able to: * Wear and utilize safety equipment. * Climb stairs and ladders. * Negotiate uneven terrain, catwalks and heights. * Lift up to 40 pounds. * Possession of a valid driver’s license is required. * * Preferred qualifications and experience: * Demonstrated knowledge of the principles and practices of environmental science and public health, including knowledge of the Drinking Water Regulations (MGL c. 111, §5G and §160 and 310 CMR 22.00) and associated guidance and policy documents. Preferred skills include the following: * Registered Professional Engineer. * Experience with the operation of Public Water Systems. * Experience evaluating, operating and/or designing systems for the treatment and distribution of drinking water. * Experience with controls and equipment technology, ideally water system equipment * Experience with the design, permitting or oversight of Public Water Systems. * Licenses as a Public Water System Operator – preferably Treatment and Distribution System licenses. * Knowledge of applicable laws, regulations, and practices pertaining to the protection of drinking water, the environment, and public health. * Knowledge and experience with environmental engineering as it relates to drinking water, particularly the design of drinking water facilities. * Experience reviewing and translating technical report results into permit conditions. * Knowledge of the methods of general and technical report writing. * Ability to express ideas clearly both orally and in writing. * Experience in dealing with the public and public officials. * Experience with MS Office Suite or similar - word processing, spreadsheets, and familiarity with data bases and data management systems. * * A cover letter and resume expressing your interest in this position must be submitted as part of the application process.* * First consideration will be given to those applicants that apply within the first 14 days. MINIMUM ENTRANCE REQUIREMENTS: * Applicants must have at least (A) four years of full-time, or equivalent part-time, technical or professional experience in the field of environmental engineering. civil engineering, sanitary engineering, mechanical engineering, chemical engineering or public health engineering and (B) of which at least two years must have been in a professional capacity, or (C) any equivalent combination of the required experience and the substitutions below. *Substitutions: * I. An Associate's degree with a major in civil engineering or civil engineering technology may be substituted for a maximum of one year of the required (A) experience. II. A Bachelor's degree with a major in environmental engineering, civil engineering, civil engineering technology, sanitary engineering, mechanical engineering, chemical engineering or public health engineering may be substituted for a maximum of two years of the required (A) experience.* III. A Graduate degree with a major in environmental engineering, civil engineering, sanitary engineering, mechanical engineering, chemical engineering or public health engineering may be substituted for a maximum of three years of the required (A) experience and one year of the required (B) experience.* Education toward such a degree will be prorated on the basis of the proportion of the requirements actually completed.
