National Park Service Supervisory Park Ranger (Interpretation) in Salem, Massachusetts

Summary Incumbent serves as the program manager of the Division of Interpretation and Education (Visitor Experience and Community Engagement) for Salem Maritime National Historic Site and Saugus Iron Works National Historic Site. This leadership position has the responsibility for planning, implementing, and administering a complex program that includes interpretation, education, partnerships, and community outreach. Responsibilities Major Duties Serves as the program manager for the Division of Interpretation and Education (Visitor Experience and Community Engagement) and is a member of the park senior leadership team for Salem Maritime National Historic Site and Saugus Iron Works National Historic Site. Assign, direct and review the work and performance of supervisors and staff involved in interpretation, education, and outreach activities. Plan, develop, and manage a complex, multi-layered, geographically dispersed interpretive and educational programs, comprehensive interpretive and educational planning, and interpretive projects. Develop, implement and/or evaluate a multi-year and multi-park budget and operating program involving personnel needs, materials, equipment needs, work projects, and yearly work schedule. Build internal and external partnerships with park staff, interpretive and education professionals from other agencies, organizations, and academic institutions as well as local groups, organizations, communities, and others. Plans, develops, and implements the park community engagement program and connects the program to the wider park and NPS mission. Serves as the parks' Public Information Officer and spokesperson for all park events and programs. Serves as the liaison with the parks' cooperating association and friends group; plays a key role in partnership efforts with a variety of federal, tribal, state, and local agencies, educational institutions, non-profit organizations, private and professional organizations. Park Area Information: While the incumbent will be stationed at Salem Maritime National Historic Site, this leadership position serves both Salem Maritime National Historic Site and Saugus Iron Works National Historic Site. The incumbent will work at both locations as needed, as these two parks are managed by one team. Salem Maritime National Historic Site is located in Salem, Massachusetts, with headquarters at 160 Derby St., in the harbor waterfront area. The Park preserves and interprets the maritime history of Salem. The Park was established in 1938 as the first National Historic Site in the United States. It includes 12 historic structures such as the brick Custom House where Nathaniel Hawthorne's public service inspired his classic novel, The Scarlet Letter, historic homes and structures from the 17th, 18th, and 19th centuries, three historic wharves dating to the 18th century, and the replica tall ship sailing vessel Friendship of Salem. The Park also owns and operates a Visitor Center in downtown Salem to orient visitors to significant maritime, early settlement, leather and textile industry sites, and a wide variety of other sites and events in Salem and Essex County. Salem, Massachusetts is a vibrant, pedestrian-friendly City with a rich history and robust tourism, welcoming more than a million visitors each year. Saugus Iron Works National Historic Site is located in Saugus, MA and is the site of the first integrated ironworks in North America (1646-1648). The Park includes a reconstructed blast furnace, forge and rolling and slitting mill, a restored 17th century house and a museum. The Park is home to historic, historic replica, and modern buildings, and the replica ironworks includes functioning water wheels and associated machinery. The site is approximately 9 acres, and includes natural resources related to the Saugus River. Saugus is a suburban community, located close to Boston, MA. Requirements Conditions of Employment U.S. Citizenship required. Appointment subject to background investigation and favorable adjudication. Meet Selective Service Registration Act requirement for males. Selectee will be required to participate in the Direct Deposit Electronics Funds Transfer Program. Any individual who is currently holding, or has held within the previous 52 weeks, a General Schedule position under non-temporary appointment in the competitive or excepted service, must meet time-in-grade requirements (must have served 52 weeks at the next lower grade or equivalent in the Federal service); with few exceptions as outlined in 5 CFR 300.603(b). Time-In-Grade requirements also apply to former Federal civilian employees applying for reinstatement who have had a break in service of less than one year, as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointments. Time-in-grade does not apply to new excepted service appointments. Time-in-grade requirements must be met by the closing date of this announcement. You will be required to operate a government (or private) motor vehicle as part of your official duties; a valid driver's license is required. You will be required to submit a Motor Vehicle Operator's License and Driving Record. You must also submit (within a State sealed envelope or submitted directly by the State authorities), and at your own expense, all certified driving records from all States that disclose all valid driver's licenses, whether current or past, possessed by you. You will be required to wear a uniform and comply with the National Park Service uniform standards. A uniform allowance will be provided. You may be required to work on-call, evenings, weekends, holidays, overtime and shift work. If you are a new employee or supervisor in the Federal government, you will be required to complete a one-year probationary period. You may be required to travel overnight away from home up occasionally. You must obtain a government charge card for travel purposes. You may be required to complete training and obtain/maintain a government charge card with travel and/or purchase authority. Qualifications All qualifications must be met by the closing date of this announcement-05/20/2024-unless otherwise stated in this vacancy announcement. Credit will be given for all appropriate qualifying experience. For current Federal employees, if hours worked per week are not included on your resume, you must submit a non-award SF-50 for each federal position listed as part of your application to be used to validate your work schedule and determine the amount of qualifying experience that you will be granted. An award SF-50 will not be acceptable documentation for which to consider your amount of qualifying experience. For all other applicants who are not current federal employees, your resume must state either "full-time" (or "40 hours a week") or "part-time" with the number of hours worked per week to ensure proper crediting of specialized experience. Failure to adequately provide information needed to determine number of hours worked in each position may result in that time not being credited when evaluating qualifying experience. Documentation for the Land Management Workforce Flexibility Act (LMWFA) eligibility, You must submit ALL SF-50s and performance information for each period of temporary/term employment that qualifies for LMWFA. Performance documentation can be obtained by contacting the supervisors for the positions you served in during your 24 months. If they did not complete performance appraisals ask them to provide a statement of performance for each period of service. The statement must specify the dates for each employment period and your level of performance consistent with your SF50s. For periods of time that reflect military service, the DD-214 or Statement of Service is sufficient to meet the full and/or part-time hours requirement as the service dates will be reflected. To qualify for this position at the GS-12 grade level, you must possess all of the following minimum qualifications by close of the announcement: EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-11 grade level in the Federal service (obtained in either the public or private sectors). Experience must demonstrate the knowledge, skills, and abilities necessary to successfully perform the duties of the position to be filled. Experience may have been in technical, administrative, or scientific work, fish and wildlife management, recreation management, law enforcement, or other park-related work. Examples of qualifying specialized experience include, but are not limited to, the following: 1) Coordinating, managing, and/or directing an interpretation and education program and related operations - including visitor center operations and bookstore management, external communications and media (website, social media, written materials, interpretive signage, public relations), volunteers, and partnerships; 2) Developing interpretive programing and educational curriculum-based programs, supervisory oversight of employees responsible for presenting interpretive and education programs, and engaging in key partnerships for program, team, and park success. You must include hours per week worked in the resume provided. Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Education There is no substitution of education for experience at the grade level(s) of this announcement. A Relocation Incentive May Be Authorized for a Federal employee when the employee must move, as directed by the National Park Service (NPS) either through a management directed reassignment or selection for employment, to a different location at least 50 miles away from the one where his/her position of record held at time of selection is currently located, due to a need of the NPS. A relocation incentive is not the same as a Permanent Change of Station (PCS) move and, as such, may be granted in conjunction with one another. Physical Demands: Work requires good physical condition and emotional stability. Incumbent may spend periods standing, walking, talking and using computer equipment. Incumbent may also spend time aboard boats travelling along coastal waterways and embarking/debarking from vessels using ramps or directly onto beaches. Working Conditions: Work is performed within the office environment, but will also involved frequent travel to park sites and schools and some outside activity with moderate risks and discomfort in hot, cold, windy, and inclement weather. The National Park Service has determined that the duties of this position are suitable for telework only during an emergency or natural disaster. They help visitors explore the many dimensions of parks by introducing them to a variety of perspectives. By providing the opportunity for visitors to care about the places they visit, they promote stewardship and the opportunity for those visitors to care for park resources. National parks are among the most remarkable places in America for recreation, learning, and inspiration. The work done by park ranger-interpreters through effective interpretive and educational programs encourages the development of a personal stewardship ethic and broadens public support for preserving and protecting park resources, so that they may be enjoyed by present and future generations.
