State of Massachusetts Paralegal Specialist in Randolph, Massachusetts

The Municipal Police Training Committee (MPTC) is a state agency within the Executive Office of Public Safety and Security (EOPSS). The MPTC’s mandate and mission is to set the police training standards for all law enforcement officers certified by the Massachusetts Peace Officer Standards and Training Commission (“POST”), and to develop, deliver, and maintain a record of that training for over 23,000 police officers (municipal, MBTA, environmental, campus, hospitals), deputy sheriffs, harbormasters, constables, and other statutorily defined personnel who perform police duties and functions in the Commonwealth. These responsibilities are to be carried out in a way that ensures high quality, standardized, community-oriented training. The MPTC’s training programs include a comprehensive, 800 hour basic recruit training program for new police officers, statutorily required annual in-service training programs for veteran officers, and specialized training programs. The MPTC’s academies work closely with the local municipal police departments in their respective regions and are responsive to regional training needs and requirements. The MPTC operates six regional academies and oversees ten authorized academies across the Commonwealth. The MPTC seeks to hire an experienced candidate toserve as a Paralegal and Records Access Officer reporting to the MPTC’s General Counsel/Deputy General Counsel. Duties and Responsibilities: 1. Serve as a paralegal reporting to the MPTC’s General Counsel/Deputy General Counsel when performing job duties and responsibilities that include but are not limited to supporting o Monthly MPTC Committee and MPTC Standards Subcommittee meetings, including: + Preparation and distribution of public notices, agendas, and meeting materials. + Ensuring accurate recording, note taking, and minutes of the meetings. + Other administrative tasks as necessary for the proper operation of theMPTC Committee meetings. o MPTC Standards Subcommittee hearings involving student officer appeals of academy dismissals and instructor appeals of certification revocations, including: + Preparation and distribution of public notices and exhibit packets. + Ensuring accurate recording, note taking, and timely distribution of written decisions. + Such other administrative tasks as are necessary for the proper operation of the hearings. o Basic training advisory letters, verification letters, eligibility letters, exemption letters, and waiver letters. o Amending, updating, and organizing MPTC regulations, policies, and procedures. o Special assignments as directed by MPTC General Counsel/Deputy General Counsel. 2. Serve as a Records Access Officer (RAO) reporting to the MPTC’s General Counsel/Deputy General Counsel, Chief Operating Officer, and Communications Director when performing job duties and responsibilities that include but are not limited to supporting o Intake and response to all Public Records requests that come into the MPTC (excluding records requests by individual officers seeking their training records), including: + Time stamping requests on the date they arrive; + Ensuring a thorough and complete search for all potentially responsive records; + pulling and reviewing those records; + making necessary redactions; + responding within the 10-day time period and requesting extensions as necessary; + Preserving and storing the response and copies of all records produced; + communicating with the Secretary of State’s Office on all appeals. o Working with the EOPSS Communications Team and the MPTC’s Director of Communications on all public records requests that originate from media outlets/reporters. o Provide litigation support to General Counsel/ Deputy General Counsel as necessary o Maintaining, updating, and preserving public record request trackers as required by law/regulation and reporting that information annually to the Secretary of State’s Office. o Assisting the MPTC to comply with existing records retention policies and updating those policies as necessary. o Organization of agency records and implementing scanning procedures so that records are preserved and available electronically. o Must be able to interpret Public Records Law and procedures issued by the Secretary of State’s Office. MINIMUM ENTRANCE REQUIREMENTS: Applicants must have at least (A) two years of full-time, or equivalent part-time, paraprofessional experience in legal research or legal assistant work, or (B) any equivalent combination of the required experience and the substitutions below. Substitutions: I. An Associate's or higher degree with a major in paralegal studies may be substituted for the required experience. II. Completion of one year of study at a recognized, degree-granting law school may be substituted for the required experience.
