Please upload a current resume during the application process. *Position Summary: The Program Manager supervises the day-to-day operations of the Essex County Community Corrections Center (CCC) located in Haverhill. The Program Manager shall be responsible for: developing an array of services and accountability measures to be implemented as intermediate sanctions in accordance with statutes and existing policies and procedures; monitoring performance of OCC contracts with community-based organizations for treatment services, program monitoring, and drug and alcohol screening; delegating specific responsibilities to his/her staff; keeping the regional program manager of OCC informed of the operational conditions and needs of the CCC. Monitors the work flow in the CCC and the conduct of the staff. Evaluates performance of subordinate personnel as required. The Office of Community Corrections (OCC) is the intermediate sanction department of the Massachusetts Probation Service. The OCC is statutorily charged with the development of community corrections interventions that are implemented as intermediate sanctions for criminal justice. The OCC community corrections infrastructure comprises a network of Community Corrections Centers (CCC) and the Community Service Program. Community corrections centers deliver an enhanced supervision model which integrates service delivery with accountability measures for offenders at high risk for recidivism. Services include cognitive behavioral treatment to address criminality and substance use disorder, adult basic/secondary education and other educational support, career development, life-skills training, communicable disease education and counseling and comprehensive case management. SUPERVISION RECEIVED: The Program Manager works under the direct supervision of the Regional Program Manager. Duties: Under the supervision of the Regional Program Manager, the Program Manager oversees the day-to-day operations of the CCC. Develops a client tracking system. Develops a data collection system. Organizes and schedules ongoing working group meetings. Assists with the evaluation, modification and expansion of services and programs of the CCC. Develops new approaches to meet the changing needs of the client population. Coordinates activities of the CCC with the various courts, participating criminal justice agencies and community-based service providers to enhance service delivery to clients. Collaborates with OCC management staff for the development of a center handbook, client manual and operations manual. Provides monthly report to regional program manager Communicates with regional manager on an ongoing basis. Works within the approved OCC budget and is responsible to document all expenditures of the CCC. Performs community relations activities, participating in conferences, panels and other approved community outreach activities that involve the CCC. Performs such other duties as may be assigned by the regional program manager in accordance with the standards of the OCC. A minimum of 5 years of full-time experience in human or correctional services, 2 of which must be in a full-time management/administrative capacity. Mastery of Evidence Based Practice (EBP) principles for treatment in criminal justice population, especially risk/need assessment. Employment with the Trial Court is contingent upon passage of a criminal record check.
