City of Northampton Parking Enforcement Officer in Northampton, Massachusetts

DEFINITION Routine work related to the enforcement of parking regulations; all other related work as required. ESSENTIAL FUNCTIONS Engages in enforcement operations; enforces parking ordinances through the monitoring of municipal streets and parking lots; issues parking violations to illegally parked vehicles; applies automobile immobilization devices to vehicles on the immobilization list; arranges for towing of vehicles. Communicates with parking office regarding parking related matters; responds to parking complaints received directly from parking office and/or dispatch. Communicates with dispatch regarding accidents, medical needs, suspicious activity; direct traffic when necessary until police department arrival. Checks parking meters and pay kiosks to ensure they are in proper working order; notes and reports equipment in need of service to maintenance personnel. Notes and reports missing or defective signage and other service related or unsafe conditions to maintenance personnel. In accordance with City ordinance, notifies police department of unshoveled sidewalks for appropriate follow-up. Utilizes technology in enforcement of City parking ordinances and regulations; operates handheld units for parking enforcement and ticket issuance, using technology based on Android platform, integrated Wi-Fi and GPS capability for real-time services. Provides summary report of activities at completion of work day. Performs similar or related work as required. MINIMUM QUALIFICATIONS Knowledge, Skills, and Abilities - Knowledge: Knowledge of rules, regulations and City ordinances governing parking. Abilities: Ability to remain patient; ability to operate handheld ticket units. Ability to stand and walk for long periods of time and in various weather conditions when issuing tickets. Skills: Interpersonal skills. A valid motor vehicle operator\'s license is required. EDUCATION AND EXPERIENCE - High School degree with at least six months to one year of experience in dealing with the general public, or any equivalent combination of education and experience, required. PHYSICAL REQUIREMENTS Physical Skills: Work is primarily performed in an outside setting requiring standing and walking in variety of weather conditions. May require some agility and physical strength, and ability to stand and walk most of the work period. Work may occasionally require lifting heavy objects and carrying them (up to 50 lbs.). There may be a need to stretch and reach to retrieve materials. Motor Skills: The work may involve assignments requiring application of hand and eye coordination with finger dexterity and motor coordination. Visual Skills: Essential position functions require good close, distant and peripheral vision in order to detect violations and issue tickets and the ability to recognize and distinguish colors in order to identify vehicles and work safely in traffic. MISC. INFORMATION There is One (1) Full-time vacancy: 40 hours in person Schedule: Tuesday - Saturday from 12:00 p.m.- 8:00 p.m. All Benefits are covered by the Local Clerical American Federation of State, County and Municipal Employees (AFSCME) Collective Bargaining Agreement. Grade AF1D; Full Hourly Rate Range: \$19.84-\$25.70 Anticipated Hiring Hourly Rate is \$19.84-\$22.31
