About the Position: We are conveniently located on the shores of Lake Cochituate, in Natick, MA, (a suburb of Boston, near Routes 9,90,95 and 495). Responsibilities

Serves as Chief, Personal Property and Passenger/Personnel Movements Branch, responsible for:

Planning and directing overall traffic management program for personal property and personnel movements.

Preparing and coordinating the execution and implementation of the Personal Property and Passenger Travel Branch programming, budgeting, fiscal policy, and management analysis programs.

Using automated travel systems to administer mission-essential scheduling of military aircraft as well as needed commercial flights to fulfill transportation requirements.

Reviewing travel orders to determine validity and proper funding citations.

Overseeing the inspection of carriers/contractors during preparation and loading of household goods.

Monitoring carrier operations to determine whether the quality of service provided conforms to the intent, terms, and conditions of Tender of Service and contracts.

Conducting surveillance audits of Commercial Travel Office operations.

Routing, rating, and storing shipments in the most economical modes by cost.

Directing, planning, and supervising the work of the branch.

Specialized Experience: One year of specialized experience which includes: 1) administering a traffic management program; 2) operating a transport or traffic system to move an organization's personnel, freight, and/or other commodities; 3) conducting surveys and/or studies of traffic management functions, methods, and procedures; 4) providing advisory services for transportation or traffic management problems, questions, and situations; 5) overseeing the performance and quality of transportation or traffic management contracts. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11). OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as business administration, business or commercial law, commerce, industrial management, traffic management, transportation, logistics management, or other fields related to the position. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. You will be evaluated on the basis of your level of competency in the following areas:
