State of Massachusetts Accountant IV - Fiscal in Milford, Massachusetts

Description: The Department of Correction (DOC) is seeking motivated and dedicated candidates to fill a Supervisory Accountant position in Fiscal Services under the Administrative Services Division. Fiscal Services is responsible for the purchasing of goods, contracting for services, and managing accounts payable for the correctional institutions and various divisions located throughout the state. The incumbent of the position will be responsible for working closely with the department managers, fiscal staff, vendors, as well as other state agencies, to provide coordination, analysis, information, and support in the areas of budgets, accounting, finance, and procurement. The incumbent of this position would also need to possess personal and professional integrity, excellent communication skills, strong supervisory skills, and strong analytical and decision-making skills. General Statement of Duties/(may include any or all of the following)/: * Purchasing, budgeting, accounts receivable, billing, and accounts payable. * Assist with the coordination and supervision of the daily operations of accounts payable activities. * Under direction, provides direct supervision over, assigns work to, and reviews the performance of assigned staff. Detailed Statement of Duties and Responsibilities/(may include any or all of the following)/: * Accomplishes department objectives by processing and analyzingMMARS financial transactions for accuracy, completeness, and authorizationin accordancewith the policies and procedures set forth by the Office of the Comptroller (CTR), Operational Services Division (OSD), andDepartmental internal controls. * Provides supervision of Accountant staff to include conducting evaluationsand provide ongoing support, training, and resources to ensure compliance with purchasing rules and regulations. * Reviews all MMARS documents for Accountant staff, monitors the MMARS document catalog daily to ensure prior days activities are completed. * Coordination and supervision of the daily operations of accounts payable activities. * Maintain and reconcile vendor statements to ensure proper application of payments and prompt pay discount utilization and resolve billing/balance discrepancies. * Process and prepare purchase orders requisitions and payment documents ensuringproper procurement methods and contracts are utilized and thereceiving of goods and services is done in a timely manner. * Responsible for accurate record keeping of encumbrances and payment documentation including but not limited to,ensuring accurate supporting documentation for financial transactions,spreadsheets in Microsoft Excel database, various financial statements and reports, and vendor payment files. * Acts as fiscal liaison with agency personnel, oversight agencies, and vendors to provide technical assistance to ensure compliance with agency laws, rules, and regulations; in addition to handling purchasing, payment, and site-specific budget related issues to includemonitoring situations to ensure issues are resolved. * Responsible for creating queries and statistical reports using MMARS, Commonwealth Information Warehouse (CIW), and other databases to compile financial data and use independent judgment for purposes of tabulating, analyzing, and reviewing to identify variances, forecasting expenditures, and maintain various tracked financial data to ensure accuracy and accountability. * Develops ad hoc and routine reporting for senior staff. * Assist with development and implementation of procedures and guidelines to improve and streamline fiscal activities to increase effectiveness within the daily operations of the Fiscal Services Division. * Utilize MMARS, COMMBUYS, CIW, Microsoft applications, and any other approved systems. * Other duties as assigned or required by the Division. Special Requirements: Based on assignment, possession of a current and valid Massachusetts Class 3 Motor Vehicle Operator's License may be required. Preferred Qualifications: * Advanced computer skills utilizing spreadsheet and database software, especially with the Microsoft Office products Excel and/or Access. * Excellent organizational, analytical, and problem-solving skills. * Excellent oral & written communication skills with the ability to present facts & recommendations to senior staff. * Experience working within databases such as the MMARS automated accounting systems and documents and Warehouse queries * Ability to work on multiple tasks and/or projects concurrently * Ability to accomplish work objectives where few precedents or guidelines are available. * Ability to work independently and collaboratively. * Knowledge of the principles and practices of supervision. * Ability to understand and apply the laws, rules, regulations, policies, procedures, standards, guidelines, and specifications governing assigned unit activities. Comments: This is a Civil Service position. Please note that salaries for union positions are determined according to the provisions of the respective collective bargaining agreement. The Massachusetts Department of Correction shall not hire anyone who may have direct contact with offenders, who has engaged in sexual abuse in a prison or other institution as defined in 42 U.S.C. 1997; or has been convicted of engaging or attempting to engage in sexual activity in the community facilitated by force, overt or implied threats of force or coercion, or if the victim did not consent or was unable to consent or refuse, or has been civilly or administratively adjudicated to have engaged in the activity described in the above paragraph. Minimum Entrance Requirements: Applicants must have at least (A) four years of full-time, or equivalent part-time, professional experience in accounting or auditing, of which at least (B) two years must have been in a supervisory, administrative or managerial capacity, or (C) any equivalent combination of the required experience and the substitutions below. Substitutions: I. An Associate's degree with a major in accounting, business administration or business management may be substituted for a maximum of one year of the required (A) experience.* II. A Bachelor's degree with a major in accounting, business administration or business management may be substituted for a maximum of two years of the required (A) experience.* III. A Graduate degree with a major in accounting, business administration or business management may be substituted for a maximum of two years of the required (A) experience and one year of the required (B) experience.* Education toward such a degree will be prorated on the basis of the proportion of the requirements actually completed.
