State of Massachusetts Director of Inspection and Compliance in Middleton, Massachusetts

_General Statement of Duties:_ The Assistant Superintendent of Inspections and Compliance Division (ICD) assists the Superintendent of the Office of Professional Standards (OPS) in the planning, coordination and execution of inspections and audits along with developing and maintaining all Essex County Sheriff Department policies and procedures. The Assistant Superintendent will assist the Superintendents and Sheriff in the implementation of the Department’s strategic plan to comply with all internal and external inspections and audits and will research and solicit “best practices” in this regard.* *_ _ _Supervision Received:_ Performs duties under the general supervision of the OPS Superintendent. _Supervision Exercised:_ Exercises full supervision over all assigned staff. _Essential Functions:_ § Ability to perform all the essential functions of a correctional officer (see attached job description for correctional officer). · Work closely with other senior managers and recommend policy and establish procedures throughout each of the Department facilities. · Provide support and leadership to each facility to ensure compliance with the audit and/or inspection requirements/standards. · Collects and analyzes data resulting from all inspections/audits and develops a plan of corrective action to ensure future compliance. · Develop objectives and provide detailed reports to the OPS Superintendent, Sheriff and/or other agencies as appropriate regarding compliance, trends, and performance measures. · Coordinate periodic meetings with each facility to plan, coordinate and execute audits and/or inspections by American Correctional Association, Department of Corrections, Department of Public Health and/or Department of Justice, as well as any other outside stakeholder relative to the care, custody, and control of inmates/residents within the Essex County Sheriff’s Department. · Work with the Massachusetts Sheriff Association (MSA), the DOC, DPH, DOJ and or outside advocacy organization to provide current and accurate training and information to staff members, inmates, vendors, and other community stakeholders. · Prepare and make presentations to facility staff, recruits, inmates, community, and professional organizations regarding the ECSD policies, procedures, and practices relative to the care, custody, and control of inmates/residents.__ · Directs administrative functions such as projects, fiscal needs for coming year, control of expenditures, personnel actions and record maintenance. · Daily interaction with the inmate population. · Monitors all policy and procedures to ensure compliance with all applicable laws and regulations as well as State, ACA, and PREA, DPH standards. · As needed, coordinates review of all programs and services to ensure their integrity as well as applicability for the inmate population. · Implements policy, procedure, and practice consistent with the Department’s mission statement. · Meets with OPS Superintendent and or Sheriff on policies and procedures and recommends changes and or updates as needed. · Participates in the Sheriff’s command staff meetings. · Formulates reviews and develops operating procedures with approval from the OPS Superintendent · Conducts and or attends regular staff meetings and reviews reports and information. · Promotes and maintains open channels of communication at all levels of the Agency and with community and state agencies. · Responds to inquiries and complaints from other governmental agencies. · Responsible for all correctional and law enforcement duties in the direct care and custody of inmates. · Plan for future growth and change within the ECSD. · Attends ACA and other industry related conferences as required. · Attends DOC, MSA and other state agency related meetings as required. · Perform all other duties as assigned by the OPS Superintendent. Days and hours of work are Monday through Friday, 8:00 A.M. to 4:00 P.M. Additional hours may be required. _AAP/EEO Statement:_ The Essex County Sheriff’s Department is an Equal Opportunity/Affirmative Action Employer. _Required Education and Experience_ · Must have at least 5 years of full-time, supervisory, or managerial experience in criminal justice, business administration, business management, or public administration. · Bachelor’s Degree required. · Must have a sound working knowledge of the DOJ PREA standards: Prisons and Jails and Community Confinement facilities. · Must have a solid foundation and complete working knowledge of the 103 CMR 900 Series (standards) for County Correctional Facilities. · Must have a sound understanding of and comprehensive working knowledge of the ACA standards: Adult Local Detention Facilities (ALDF) and Adult Residential Community Services (ARCS). _Preferred Qualifications__: _ · Five years of experience in state or federal correctional facility. · Possess the ability to lead and supervise County and facility staff. · The ability to communicate effectively with staff of various ranks. · Must have the ability to write comprehensive and through reports based on observations and findings to ensure compliance with all audit and inspection standards. · Ability to prioritize tasks. · Maintain the ability to work well in stressful situations and must be proficient at speaking in front of large groups. · Possess the ability to lead and supervise agency and institutional staff.
