UnitedHealth Group Chief Information Officer - OptumCare East Markets in Massachusetts

As CIO for OptumCare East Markets, you will be responsible for serving as an integral member of the executive team and having overall information system and technology responsibilities for assigned geographic region in Optum Care. Serves as local leadership to onsite teammates. Partners with regional leadership to drive decision-making on system capabilities and technology potential. Ensures optimum utilization of current systems and capabilities and leverages technology to maximize efficiencies and profitability. Formulates, develops and executes technology strategies and supports the integration of business development plans to enhance and grow the presence of the operation in assigned region. Serve as a member of the larger Optum Technology leadership team and partner and collaborate to help drive technology growth and efficiency.

Core responsibilities will include the following:

  • Leverage, utilize and incorporate best practices to ensuresmooth operations and search for opportunities to improve capabilities as wellas reduce costs

  • In partnership with the OptumCare enterprise, regional andlocal leadership teams develop, communicate, and implement long-range strategicplans to guide information systems and technology decisions, including, but notlimited to hardware, software, staffing, services and support

  • Establish and maintain strong business knowledge of themarkets within the region

  • Understand business strategies and ensurebusiness/technology strategies/plans are in alignment

  • Utilize information assets and manage divergent technologieseffectively to produce innovative and cost-effective enterprise-wide technologysolutions

  • Ensure a nimble, flexible, responsive and customer-orientedtechnology model is in place across the region to ensure effective andefficient delivery of information services, support and technologies to both internaland external customers

  • Perform ongoing evaluation to determine whether informationsystems meet the needs of the business, support its strategies, and areconsistent with future direction

  • Identify and assess new technologies and applications to determinepotential value; and promote technology strategies that enhance theorganization's performance and competitive advantage

  • Ensure timely and effective communication and periodicreporting on the status and progress of strategic projects; participates onand/or chairs appropriate committees and teams to ensure effective technologyadoption and implementation

  • Develop and implement reporting for evaluating successfulexecution of IT programs, projects and operations

  • Develop and implement action plans for including forecastingcapital and operating system requirements and establishing policies andprocedures to meet regional objectives

  • Establish and/or maintain effective IT vendor relationships;review, negotiate and approve major contracts for information technologyservices and equipment

  • Leverage technical and analytical resources within eachentity to assist in their planning for technology and information systems,ensuring key stakeholder input and involvement

  • Ensure through policies, procedures, direct involvementand/or oversight that all information / data reported to external entities andagencies maintain a high level of integrity and consistency

  • Ensure that all systems and processes for informationexchange meet HIPAA and other regulatory requirements

Candidates will possess:

  • 15 + years of direct experience leading technologyorganizations

  • 5 + years of experience supporting information systems in ahealthcare organization

  • 5 + years of experience in an Independent PracticeAssociation (IPA) or ambulatory environment that supports a large number ofusers in multiple sites

  • Track record of success integrating diverse organizationsand leading performance improvement efforts

  • Deep knowledge on EMR and practice management systems in thehealthcare setting

  • Demonstrated leadership skills in strategic planning andbusiness and market development and operations

  • Proven ability to oversee large projects/programs thatrequire problem identification, data synthesis, creation of recommendations andimplementation skills

  • History of success building, managing, developing andretaining high functioning teams

  • Understanding of innovative, cutting-edge technology and howto use it to improve business processes and operational effectiveness

  • Financial acumen and superior analytical abilities

  • Sense of urgency to achieve mutually-agreed upon objectives,despite obstacles, time pressures and changing business conditions

  • Previous success fostering a customer focused culture

  • Track record of developing trusting relationships withphysicians, executives and staff in a true team environment
