State of Massachusetts Housing Specialist Trainer for Community Sanitation in Marlborough, Massachusetts

The Housing Specialist Trainer for Community Sanitation oversees the planning, coordination, review, and implementation of programs to provide local health authorities (LHAs) with trainings related to the State Sanitary Code, including inspections, and existing or emerging code issues. This position supports the senior team within the Community Sanitation Program (CSP) in the Bureau of Climate and Environmental Health working with the Office of Local and Regional Health (OLRH) at the Massachusetts Department of Public Health (MDPH) to strengthen the local public health system. The Housing Specialist Trainer for Community Sanitation, in coordination with the Supervising Trainer for Housing, works closely with the CSP Director and the OLRH to develop a training program that increases and maintains the skills and competency of local health authorities (LHAs) in accordance with the Blueprint for Public Health Excellence which is available onlinehere. Trainings would include, but not be limited to, Massachusetts State Sanitary Code Requirements, inspection and testing procedures, and the enforcement actions related to the compliance of housing, recreational camps, swimming pools, indoor ice-skating rinks, family style campgrounds, medical waste generators, correctional facilities and police station lockups, and farm labor camps. The Local Public Health Training Hub Model ensures a standardized response to meeting regulatory requirements and increasing LHAs' ability to meet the Performance and Workforce Standards. The housing Specialist Trainer position will utilize the Hub Model to train and support Hub Trainers by ensuring they have sufficient expertise and knowledge to support LHAs. This role is critical in providing a relevant and robust workforce training infrastructure, supported by the OLRH's strategy to enhance access and delivery to training programs and resources, to further address the diverse and dynamic competency needs of LHAs. Public health and racial equity policies are a major priority for the MDPH and an essential component to this major statewide initiative. The Hub Model will implement trainings that promote health and racial equity principles as training competencies to LHAs to address health disparities for marginalized and historically under-served populations, including but not limited to people of color, individuals with disabilities, the LGBTQ community, and the immigrant and refugee communities. * *DUTIES AND RESPONSIBILITIES (_These duties and responsibilities are not all-inclusive)_: * Prepare and/or review trainings on the State Sanitary Code and other topics related to the Community Sanitation Program in coordination with the Supervising Trainer for Housing. * Provide consultation, technical assistance, and training to the Regional Trainers on the Sanitary Code and associated topics. * Respond to stakeholder questions and concerns related to the State Sanitary Code. * Write memoranda, letters and technical or general reports concerning the State Sanitary Code provided to local health authorities (LHAs). * Draft guidance documents for clarification, interpretation and enforcement of the Sanitary Code, as necessary and as training tools for Regional Trainers and LHAs. * Prepare and/or review trainings for the inspection process of entities licensed, inspected, and/or permitted by local health authorities. * Conduct surveys and review reports from LHAs when requested by the Department. * Assess the training needs of LHAs and work with the Supervising Trainer for Housing, CSP staff and the OLRH Director to develop applicable trainings to meet those needs. * Participate in meetings and/or conferences with agency staff, contractors and interested parties on training issues specific to the State Sanitary Code and advise interested parties on agency regulations. * Perform analysis of the impacts of training on LHAs’ capacity to perform required inspections and reporting to ensure the public health of residents in their municipalities. * Conduct field visits and surveys of proposed and existing Regional Training Hubs. * Assist in determining compliance with applicable laws and standards and recommend enforcement actions and corrective measures, when requested. * Respond to all-hazards emergencies and assist with investigations, as needed. * Inform stakeholders and others about emerging contaminants, including working with other BEH programs to develop strategies for mitigating the harmful effects of these contaminants. * Assist in setting standards and drafting guidance to increase regulatory oversight. * Assist in development of web-based trainings and the use of appropriate computer applications to track training needs. * Monitor consistency of training, messaging, and materials presented or used by contracted vendor Regional Trainers. Report inconsistencies or concerns to Senior Housing Trainer and OLRH Director of Workforce Development. * Review and recommend data collection methods for inspections by LHAs. * Prepare reports on the impact of training Regional Trainers and the capacity of LHAs to address code enforcement. * Develop and track training needs and participation, including the use of TRAIN. * Conduct meetings and/or conferences with agency staff, contractors and stakeholder organizations (i.e., CLPH, MHOA, and MEHA) on trending and emerging issues. * Recommend operational strategies for dealing with compliance and enforcement in the area of public health. * Provide training support to MA Public Health Inspector Training, as assigned by the Program Director and Senior * Trainer for Housing and provide training to the Regional Trainers on the State Sanitary Code and related topics. * Work with the OLRH Workforce Development Credentialing Coordinator to support the promotion of the credentialing of the local public health workforce, i.e., Registered Sanitarian (RS) and/or Certified Health Officer (CHO). * Work with the OLRH Workforce Development staff to identify training gaps and to transfer best practices to the TRAIN learning management system. * Assist in the evaluation of the training model and re-design, if needed. * Meet regularly with the OLRH Director of Workforce Development or relevant staff to coordinate Regional Training * Field Training efforts. REQUIRED QUALIFICATIONS: * Strong oral and communication skills and/or experience with group/meeting facilitation or delivering a presentation to diverse audiences. * Exceptional organizational skills, including the ability to maintain accurate records and oversee multiple responsibilities in a rapidly evolving environment. * Experience developing implementation workplans and project/program tracking tools. * Demonstrated commitment to establishing supportive working relationships through effective, communication, and the ability to engage with and value the input of diverse stakeholders. * Understanding of, commitment to, and ability to integrate principles of diversity, cultural competence, and cultural humility, as well as the social determinants of health, related to health equity into work and relationships. * Proficient in working both independently and in a team-oriented and collaborative environment. * Ability to establish and maintain harmonious working relationships with others. * Skill to operate instruments and equipment used in measuring of environmental conditions and ability to analyze these conditions, draw conclusions, recommend appropriate action and support enforcement. * Capacity to maintain accurate records, write concisely, express thoughts clearly, and to develop ideas in a logical sequence. * Ability to determine proper format and procedure for assembling items of information and to do so with accordance to established policies and procedures. * Competency to understand, apply, and explain the laws, rules, regulations, policies, procedures, specifications and guidelines governing assigned unit activities. * Capacity to respond calmly and both obey and give instructions during timely emergencies. * Ability to work effectively and efficiently and accomplish work objectives when few precedents or guidelines are available. * Ability to operate a motor vehicle. * * PREFERRED QUALIFICATIONS: * Registered Sanitarian (RS) or equivalent. * Six plus years of experience working with the local and regional public health workforce regarding State Sanitary Code issues and enforcement. * Subject matter expertise in the Sanitary Code to support program curricula planning and development to address identified gaps in the training of the local health authority workforce. * Strong oral and communication skills and / or experience with group / meeting facilitation or delivering a presentation to diverse audiences. * Knowledge of in-person and virtual training methods and techniques such as on-the-job training, lecture, workshop, conference, case study, role playing, programmed instruction, demonstration, and simulation. * Knowledge of training evaluation or competency assessment methods. * Experience developing implementation workplans and project/program tracking tools. * Exceptional organizational skills, including the ability to maintain accurate records and manage multiple responsibilities in a rapidly evolving environment. * Understanding of, commitment to, and ability to integrate principles of diversity, cultural competence, and cultural humility, as well as the social determinants of health, related to health equity into work and relationships. * Demonstrated commitment to establishing supportive working relationships through effective communication, and the ability to engage with and value the input of diverse stakeholders. * Ability to lead work with workforce or professional development project teams internally and externally and to travel to regional field training and technical assistance sites across the state. * Demonstrated ability in Microsoft Office applications: Word, PowerPoint, Excel, Outlook; prepare and use charts, graphs, and tables.
