Childhood Lead Poisoning Prevention Program (CLPPP) Program Overview CLPPP was established for the prevention, screening, diagnosis, and treatment of lead poisoning, including the elimination of sources of poisoning through research and educational, epidemiologic, and clinical activities as may be necessary. CLPPP provides a range of both primary and secondary prevention services to the children of the Commonwealth of Massachusetts, their families and others with an interest in the prevention of lead poisoning. In order to accomplish the fundamental goals of identifying lead poisoned children and ensuring that they receive medical and environmental services as well as preventing further cases of lead poisoning, CLPPP has developed linkages with a wide array of professionals and programs that provide services to children. Community Health Worker Coordinator Operations * The Community Health Worker Coordinator sits within the Bureau of Climate and Environmental Health (BCEH)—Childhood Lead Poisoning Prevention Program (CLPPP). This position will develop, coordinate and monitor community health worker projects through contracted agencies. Ensure that community health workers provide in-home counseling and education to families with children blood lead levels 10µg/ dL and greater in order to promote environmental remediation as well as medical compliance. In addition, the candidate will ensure that family advocates identify and actively coordinate access to local and state/federal resources which result in overall betterment of families. This includes but is not limited to financial assistance for de leading, food assistance, fuel assistance, and early intervention assessments. Coordinate with CLPPP’s health education component to enhance community awareness and engagement about childhood lead poisoning prevention, analyze and evaluate activities and performance of contracted agencies, review and enhance family advocacy policies, procedures, and protocols as needed. The CHW Coordinator will coordinate with other program components to ensure CLPPP is working toward providing case management services to children with blood lead levels of concern. *_Duties and Responsibilities (these duties are a general summary and are not all inclusive):_ * Oversee all contracts including budgets, amendments and general oversight. * Develop and coordinate a multi-disciplined training and orientation for family advocates with focus on facilitating medical and environmental compliance with the Massachusetts Lead Law, including training on screening requirements, environmental compliance options and standards, and code enforcement. * Ensure family advocates are well versed in local state and federal resources available to families with particular emphasis on financial assistance for de leading, but also including fuel assistance, food assistance, and early intervention assessments, Family advocates must also be familiar with the processes need to access these resources and actively guide family through these processes to qualify for program. * Conduct-monthly meetings to update family advocates on policies; procedures and new initiatives and to discuss case studies. * Provide case consultation to family advocates as well as other Case Management Services team members as needed. * Participate in case reviews with each family advocate on a regular basis. * Train family advocates to use the CLPPP database to track case activities and regularly monitor usage for timeliness and accuracy. * Assist in development of an evaluation of the effectiveness of counseling efforts. * Review and analyze data concerning contracted agencies in order to determine progress and effectiveness, to make recommendations for changes in procedures, guidelines, etc. * Provide technical assistance to agency personnel and others concerning assigned programs in order to exchange information, resolve and to ensure compliance with established policies, procedures, and standards. * Respond to inquiries from agency staff and others in order to provide information to contracted agencies. * Confer with Management staff and others in order to provide information concerning program implementation, evaluation and monitoring and to define the purpose and scope of proposed programs. * Support Community Health Workers as they provide services to complex child cases where housing stability, homelessness or other serious social service needs are identified. * Assist the case management team with alternative source investigations, and conduct alternative source investigations, as needed. _Required Qualifications:_ * Familiarity and understanding of MA Lead Law. * Knowledge of childhood lead exposure risks; laws and rules; lead mitigation laws, rules and best practices. * Understanding of the laws, rules, and regulations, policies, procedures, specifications, standards and guidelines governing assigned unit activities. * Awareness of the organizational structure and functions of the assigned agency. * Comprehension of the CLPPP database and workflow applicable to family advocate job duties. * Expertise of the proper procedures for making and receiving agency telephone calls. * Mastery of the types and uses of agency forms. * Knowledge of the state budgetary procedures relating to positions, salaries and personnel services. * Understanding of the state procedures for verifying the purchasing and requisition of supplies and equipment. * Recognition of state accounting and budgetary procedures including terminology. * Detailed knowledge regarding levels of lead hazards and lead removal strategies based on severity of exposure. * Expertise of the types and availability of public or private organizations and sources for providing environmental protection services. * Knowledge of the principles, practices and techniques of supervision. _Preferred Qualifications:_ * Valid Massachusetts Class 3 Motor Vehicle License. * Access to a motor vehicle. _About the Department of Public Health:_ The mission of the Massachusetts Department of Public Health (DPH) is to prevent illness, injury, and premature death, to assure access to high quality public health and health care services, and to promote wellness and health equity for all people in the Commonwealth.
