State of Massachusetts Contracted Non-Public School Relief Program Coordinator in Malden, Massachusetts

AS A STATE CONTRACTED EMPLOYEE, YOU MUST PARTICIPATE IN DIRECT DEPOSIT AND CONTRIBUTE TOWARDS THE COMMONWEALTH OF MASSACHUSETTS STATE ALTERNATE RETIREMENT PLAN, ("OBRA PLAN"). * The Department of Elementary and Secondary Education (DESE) is seeking to hire a contractor to serve as a program coordinator for the Emergency Assistance for Non-Public Schools (EANS) programs, and to assist with the Emergency Assistance for Approved Special Education Schools program (EAASES). Both the Coronavirus Response and Relief Supplemental Appropriations (CRRSA) Act of 2020 and the American Rescue Plan Act (ARPA) of 2021 created programs whereby the state agency must provide emergency assistance to Non-Public Schools. Eligible non-public schools may apply to the MA Department of Elementary and Secondary Education (DESE) directly to receive reimbursements for eligible purchases, or services or assistance on a go-forward basis. Eligible non-public schools may apply for a range of secular, neutral, and nonideological services and assistance. Types of services include supplies to sanitize and clean, personal protective equipment (PPE), improving ventilation, training for staff, physical barriers, education technology, education and support services and other related services. The Non-Public School Relief Program Coordinator will assist DESE in coordinating and implementing the reimbursements and services to eligible non-public schools by working with DESE staff, representatives of non-public schools, and other parties as necessary. The Non-Public School Relief Program Coordinator will work closely with the DESE’s Resource Allocation Strategy and Planning (RASP) administration, the Ombudsman for Equitable Services, and will liaise with other DESE units involved with procurement and financial management. The Non-Public School Relief Program Coordinator will: * *Facilitate/establish communication o Facilitate communication between DESE and non-public schools o Create a participating private schools list-serv and keep it up-to-date o Manage the system for tracking non-public school transactions o Participate in any events (zoom calls, webinars, etc.) related to EANS or EAASES * Program Administration o Process all application submissions, reimbursement claims, and requests for services o Collaborate with RASP and other DESE offices for the creation of the Request for Proposal (RFP) package, application, and award calculations for non-public schools o Help determine whether education service providers (the vendors that will be providing supports to non-public schools) meet qualifications of a pre-approved service agreement o Work with education service providers once they are on the pre-approved service list * Technical Assistance o Maintain documentation of DESE outreach to non-public schools o Provide technical assistance and expert guidance for private schools as they apply for services or reimbursements o Develop resources to aid private school on appropriate uses of funds o Establish and provide periodic reminders to private schools of key requirements and timelines o Monitor and respond to emails received via DESE’s equitable services email box (EANS@mass.gov) * Consult and collaborate with DESE offices o Serve as a liaison and general resource regarding statutory and regulatory requirements for DESE staff, private school officials, and others on matters such as allowable and unallowable costs, obtaining contractual and/or goods and services, and other matters related to EANS or EAASES * Reporting o Prepare and share reports on the types of services provided to non-public schools, total dollar amount expended, non-public schools that participated Minimum Qualifications required at hire: * ability to effectively manage varied projects while balancing multiple and competing priorities; * experience working with a range of diverse stakeholders and tailoring approach and communications to successfully meet project goals and timelines; * strong interpersonal skills, including ability to establish rapport, motivate, and maintain positive and productive relationships with colleagues and clients from diverse backgrounds; * demonstrated attentiveness to detailed tasks and a record of accomplishing such tasks without direct supervision; * ability to exercise sound judgment; * excellent communication skills, orally and in writing, including ability to write and present clear, appropriately detailed memoranda and documentation as required; * ability to strategize and work with others to solve problems; * ability to handle matters with mature judgment and discretion; * strong organizational skills, including ability to manage complex tasks and meet deadlines; * ability to work with confidential information and maintain the highest level of confidentiality; * knowledge of state and federal education laws and the culture, organization, and structures ofPrivate schools; and * strong computer skills and proficiency with Microsoft Word, Excel, and Outlook.
