GE Aerospace Government Property Supplier Team Leader in Lynn, Massachusetts

Job Description Summary

The Govt Property Supplier Team Leader will utilize Lean principles and drive execution by the supplier government property team to fulfill FAR 52.245-1/DFAR, company policy, and procedural compliance, as well as delivering on functional and business objectives related to Govt Property assets located at supplier locations. In this role you will be a player/coach who drives compliant, efficient, and timely delivery of govt property objectives, supports customer and internal audits, and drives process improvements. Your team members provide government property functional support to the business from the contracting process through final property closeout and disposition. This role will interface with stakeholders in Sourcing, DCMA/Customer, Supply Chain, Engineering and Programs, as well as Suppliers.

Government Property is defined as special tooling, materials, equipment, special test equipment, and engine hardware that has been purchased, leased, or furnished by the government, or acquired for the specific purpose of fulfilling government contract requirements. Government Property does not include real estate, intellectual property, or software.

Job Description

Essential Responsibilities

  • Lead the team as a player/coach by setting a personal example of Servant Leadership, maintaining the highest standards of personal integrity and ensuring a compliance-oriented and customer service mindset is at the core of team processes.

  • Maintain effective working relationships and communications with Govt Property leadership, internal peers and stakeholders to seamlessly execute on the objectives and activities of the organization.

  • Act as a change agent for business processes relating to government property management at supplier sites.

  • Provide oversight and management of the Govt Property supplier risk assessment and surveillance audit process.

  • Provide oversight and management of all actions required relating to supplier and internal actions to comply with Govt Property Management System requirements including outcome areas of acquisition, receiving, identification, movement, physical inventory, maintenance, loss reporting, utilization, declaration of excess, and contract closeout activities.

  • Support Govt Property Org in responding to DCMA property management system audits and in performing internal Contractor self-assessments for assets or processes involving suppliers.

  • Support Sourcing Compliance team in limited desktop surveys audits.

  • Support Govt Property Org in responding to corrective action requests including root cause investigations, corrective action plan development, and execution of corrective actions.

  • Assist in review and update of Govt Property processes to ensure overall efficiency and compliance and support development of long-term strategy and planning for the Govt Property organization.

  • Up to 15% travel.

Qualifications/Requirements

  • Bachelor's degree from an accredited university or college.

  • Minimum of 5 years of business experience in roles in sourcing, government contracts, government property management, asset management, quality, program/project management or a related manufacturing/industrial/supply chain field.

  • This role is restricted to U.S. persons (i.e., U.S. citizens, permanent residents, and other protected individuals under the Immigration and Naturalization Act, 8 U.S.C. 1324b(a)(3)) due to access to export-controlled technology. GE will require proof of status prior to employment. Any offer of employment is conditioned upon the successful completion of a background investigation and drug screen.

Desired Characteristics

  • Knowledge of US Government Procurement or Property regulations or aptitude to learn.

  • Working knowledge or aptitude to learn and apply Lean principles including standard work and process improvements.

  • Excellent interpersonal skills, including oral and written communications skills, used when interfacing and coordinating with government representatives, suppliers, and internal stakeholders.

  • Proficiency with MS Office Suite of products and aptitude to learn and utilize other software programs such as IMPACT, Oracle, Clarity, Spotfire, etc.

  • Experience in the Aerospace & Defense industry and US Government contracts.

  • Working knowledge or aptitude to learn sourcing processes including understanding of acquisition and receiving process for materials and tooling.

  • Demonstrated ability to manage and timely deliver multiple short- and long-term projects to support business objectives in matrixed operational environments (supply chain, engineering, etc.).

  • Demonstrated ability to identify and resolve complex operational/process issues and work across organizational boundaries.

  • Basic understanding of manufacturing operations and contracting/program management organizations including interrelated support systems including Planning, Engineering, Quality, Inventory Management, Logistics, and Shipping/Receiving.

  • National Property Management Association (NPMA) CPPS, CPPA, or CPPM certification is valued.

  • Prior experience as a people leader.

This role requires access to U.S. export-controlled information. If applicable, final offers will be contingent on ability to obtain authorization for access to U.S. export-controlled information from the U.S. Government.
