Interior, US Fish and Wildlife Service Administrative Officer in Hadley, Massachusetts

Summary This position is an Administrative Officer, GS- 0341-9/11, in the Science Applications Program working in Hadley, MA for the Northeast Assistant Regional Director Science Applications. The position will also support Administrative Officer needs in the Office of Communications. Responsibilities As a Administrative Officer your duties will include but are not limited to the following: Plans and conducts analytical studies of organizational elements and work to identify problems and approve resource utilization, administrative support, and management effectiveness. Serves as an advisor and liaison on human resources matters by coordinating organizational needs with human resources office requirements and facilitating the accomplishment of various human resource management programs. Provides guidance and assistance in preparing cooperative agreements, inter-/intra-agency agreements, and reimbursable agreements. As the principle financial advisor, analyzes, evaluates, and manages accounting and control systems to maintain proper financial balances, distributes resources to all activities within planned limitations, and ensures that maximum benefits are obtained from resources. Responsible for overall organizational procurement activities. Requirements Conditions of Employment Qualifications Only experience and education obtained by 11/07/2024 will be considered. In order to qualify for this position you must possess the Minimum Qualification. Minimum Qualification GS-9 One year of specialized experience comparable in scope and responsibility equivalent to grade GS-7 in the Federal service. Experience may include (1) Providing administrative support to an organization on essential systems such as recordkeeping, payroll administration, initiating human resource hiring actions, etc.; (2) Managing the acquisition of supplies, equipment, and services in accordance with regulations and local policies; (3) Conducting portions of financial, management, or program analyses, and documenting findings, issues, and recommendations; and (4) Providing guidance to managers and staff on financial, budgetary, or administrative topics, including regulations and guidelines. OR A master's or equivalent graduate degree OR (2) full years of progressively higher-level graduate education leading to such a degree OR an LL.B. or J.D. (if related), with a major study that directly reflects the job-related knowledge, skills, and abilities necessary to satisfy the minimum qualification requirement and perform the duties of this position. OR A combination of education and experience as described in 1 and 2 above which together equals 100% of the requirement Minimum Qualification GS-11 One year of specialized experience comparable in scope and responsibility equivalent to grade GS-9 in the Federal service. Experience may include (1) Preparing budget estimates or justifications for an organization; (2) Monitoring an organization's budget to ensure obligations, expenditures, and requested allotments stay within approved funding limitations; (3) Managing the acquisition of supplies, equipment, and services in accordance with regulations and local policies; (4) Providing administrative support to an organization (e.g., procuring supplies or services, initiating human resource hiring actions, payroll administration, etc.); (5) Conducting financial, management, or program analyses and documenting findings, issues, and recommendations; (6) Leading teams, projects, and/or complex agreements; and (7) Responding to questions on policy, procedure, and guidance as it relates to the budget process. OR A Ph.D. or equivalent doctoral degree OR (3) full years of progressively higher-level graduate education leading to such a degree OR an LL.M. (if related), with a major study that directly reflects the job-related knowledge, skills, and abilities necessary to satisfy the minimum qualification requirement and perform the duties of this position. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.
