GREENFIELD/REMOTE - SEE WEBSITE FOR FULL JOB DESCRIPTION - CoC Program Director (Three County Continuum of Care) POSITION SUMMARY: The Three County CoC is one of 12 CoCs in Massachusetts funded by the U.S. Department of Housing and Urban Development (HUD) to promote and guide a community-wide effort to prevent and end homelessness. The Three County CoC includes Franklin, Hampshire and Berkshire counties. The Director oversees all aspects of the Three-County Continuum of Care (COC). The Director works with the COC Board, Committees, and over 25 COC member agencies to employ strategies for carrying out the goals of the CoC and obtaining positive outcomes in addressing homelessness. Responsible for compliance with and oversight of the national Continuum of Care program and federal regulations. Also works with various governmental entities and other community stakeholders to advance the federal, state, and local plans to end homelessness. Key Knowledge and Experience: Knowledge of social services, advocacy, and navigating resources Knowledge of Franklin and Hampshire counties and North Quabbin regional organizations and resources Knowledge of the Continuum of Care program regulations, the HEARTH Act and other similar programs. Experience working with marginalized communities and individuals with low incomes Experience thinking creatively and strategically, setting program goals and steps to achieve them Experience with data management, data capture, tracking methods and analysis for outcome measurements Adapt to changing priorities and demonstrate close attention to details Proficient computer skills (Microsoft Suite and databases) Minimum Qualifications/Transferable Skills: 5 years\' experience in grant compliance and contract management; fiscal and program management related to human services; data collection and reporting; and administration or management experience with large collaborative projects 3 years supervisory experience We encourage individuals who believe they have the skills necessary to thrive to apply for this role. ESSENTIAL RESPONSIBILITIES Manage and coordinate day-to-day program operations, including supervising staff and providing support, training, and guidance. Overall responsible for compliance with federal program regulations, fiscal oversight, overseeing the CoC\'s established coordinated equitable housing access process (Coordinated Entry), compliance monitoring of sub-recipient partners, and ensuring required data and reports are prepared and submitted to meet funding requirements. Responsible for managing and coordinating the bi-annual HUD Continuum of Care Notice of Funding Opportunity (NOFO), with support from the CoC staff team and contracted consultant, as needed. Supervise the program and personnel in compliance with agency policies and procedures. Evaluate job performance and recommend compensation, promotions, and disciplinary actions. Oversee all strategic planning activities and homelessness response for the Three County CoC area.
