The Massachusetts Department of Fish & Game works to preserve the state's natural resources and people's right to conservation of those resources, as protected by Article 97 of the Massachusetts Constitution. These documents must be specifically attached to the requisition for which you are applying.* The Department of Fish and Game, Division of Marine Fisheries (DMF) seeks applicants for the position of Environmental Analyst II. The Fisheries Statistics Spatial Analyst provides spatial data development, management, analysis, and mapping to support the Massachusetts Division of Marine Fisheries (DMF) Fisheries Statistics Program. The collection of spatially explicit fisheries-dependent data by the Program significantly expanded in 2023 with the onset of vessel monitoring programs managed by DMF and requires dedicated efforts to manage and analyze. The position's responsibilities generally include working closely with other program staff to compile and correlate Geographic Information System (GIS) data; performing spatial and statistical analysis; creating engaging maps for a variety of audiences in both traditional and online formats; ensuring integrity of data; and creating metadata and documentation. The position supports ongoing Commonwealth efforts in the application of fisheries layers to the planning/siting for offshore wind and other marine uses, protection of protected species from conflicts with fixed gear, and effective enforcement of DMF regulations. Additionally, the incumbent participates in the Fisheries Statistics Project help desk which assists the commercial industry with vessel tracking projects, reporting questions, and explains Division programs, services, and procedures. As such, the incumbent has a proficient understanding of data collected from commercial fisheries including spatial data, trip-level harvester reports, and purchase-level seafood dealer reports. DETAILED STATEMENT OF DUTIES AND RESPONSIBILITIES: 1. Performs statistical and spatial analyses on spatially explicit data to deliver summarized results and engaging maps for a variety of audiences in both traditional and online formats. 2. Ability to think both analytically and creatively to answer questions that are asked of commercial fisheries data; to develop analyses in a logical sequence. 3. Knowledge of computer software used in non-spatial and spatial data analyses, including GIS, MS Excel, and R or other statistical package, and data dissemination. 4. Reviews positional data for quality control and assurance; participates in feedback loops designed to correct errors. 5. Communicates findings clearly, concisely, and effectively to a variety of audiences including but not limited to DMF management staff, other jurisdictions undertaking similar efforts, and the general public. 6. Ability to work independently, meet deadlines and adapt to varying work situations. Ability to deal tactfully and establish rapport with co-workers as well as the public. 7. Participates in the Fisheries Statistics Project help desk, answering reporting questions as well as troubleshooting reporting platforms and providing guidance as needed on other Division related topics. Escalates issues outside of the position’s purview as appropriate. 8. Assists with other Division tasks, as needed. Qualifications Required at Hire * 1. Proficiency in the use of Geographic Information Systems (Esri ArcGIS Pro and extensions, ArcGIS Online, geodatabases, etc.) 2. Working knowledge of relevant scripting and programming languages (e.g., SQL, Python, R). 3. Experience in cartography skills and creating standardized cartographic and spatial data visualization products for static and dynamic (Internet-based) map applications. 4. Knowledge of geospatial sciences best practices and an ability to adapt them to meet DMF program areas. 5. Ability to exercise discretion in handling confidential information. 6. Ability to communicate clearly in written word or verbally and listen effectively. 7. Ability to assist customers and establish and maintain harmonious working relationships and establish rapport with others. 8. Ability to follow guidelines and procedures, multi-task and prioritize, and work independently. *PREFERRED QUALIFICATIONS: 1. Knowledge of the laws, rules and regulations governing Massachusetts marine fisheries. 2. Knowledge of the various commercial fisheries that occur in the Commonwealth, and how they are prosecuted. 3. Relational database skills (primarily writing SQL queries). 4. Knowledge of commercial fisheries data collection. MINIMUM ENTRANCE REQUIREMENTS: Applicants must have at least (A) three years of full-time, or equivalent part-time, technical or professional experience in the field of environmental science, biology, chemistry, earth science, environmental health, meteorology, natural science, toxicology or public health, of which (B) at least one year must have been in a professional capacity, or (C) any equivalent combination of the required experience and the following substitutions. Substitutions: I. An Associate's degree with a major in the field of environmental science, biology, chemistry, earth science, environmental health, meteorology, natural science, toxicology or public health may be substituted for a maximum of one year of the required (A) experience.* II. A Bachelor's degree with a major in the field of environmental science, biology, chemistry, earth science, environmental health, meteorology, natural science, toxicology or public health may be substituted for a maximum of two years of the required (A) experience.* III.
