State of Massachusetts Payroll Accounting Coordinator in Framingham, Massachusetts

GENERAL STATEMENT OF DUTIES AND RESPONSIBILITIES: This position is designated as an Emergency Personnel position. Due to the critical nature of these job functions, this position will be required to report to his/her assigned work site as scheduled, regardless of an emergency situation that may otherwise affect staffing of other state offices. The Accountant IV is responsible for coordinating the payroll accounting and budget function of the agency, to include payroll projections, budgeting, and MMARS and LCM transactions. The position will work directly with the CAO to develop the yearly projections and budget for approval by the Agency Head. The position is the lead fiscal coordinator for federal payroll accounting, documentation, and audit coordination. Utilizing MMARS and LCM the incumbent will maintain the Chart of Accounts and enter LCM, encumbrance, and payment documents necessary to implement the approved state and federal payroll budgets. The Accountant IV examines financial data of the agency, and along with the other Fiscal Staff employees, prepares financial statements and reports, to including regular monitoring, analysis, and recommendations of activities. Participates in emergency response for federally graded exercises, drills and EOC emergency operations. Perform related work as required or assigned. DETAILED STATEMENT OF DUTIES & RESPONSIBILITIES: 1. Work directly with CFO to develop budget for all account sources. Set up Chart of Accounts to implement agency budget through MMARS and LCM transactions. Maintain budget tracking. Enter, verify, and analyze data for use in the Commonwealth's Mass Budgeting Application (MBA) to be reviewed and approved by CFO, EOPSS, ANF and Ways and Means Committees 2. Utilize state accounting system to enter payroll profiles, accounting rules, expense transfers, and account/program codes. Monitor payroll expenditure reports in conjunction with CAO, and in accordance with agency budget and spending plans; Review payroll reports to ensure 100% accuracy of all employees paid through Self Service Time & Attendance (SSTA). 3. Execute and document daily/weekly Comptroller’s Office “best practice” requirements using Mobius and other reporting systems to ensure payroll compliance for the agency. Maintain audit-ready documentation of all payroll activities and account assignments for submission to state and federal auditors; monitor payroll and non-payroll spending for federal accounts to ensure compliance. 4. Monitor appropriation levels and agency budgets to ensure sufficient payroll funding. Make accounting adjustments for payroll purposes. Assign appropriations to each position or employee. Review a variety of Payroll transactions for new and existing employees in the HR/CMS application to align with Agency budget and projections, coordinate with Agency HR office regarding any required adjustments. 5. Utilize Commonwealth Platform tool to enter and track Contract Employee hires and Administration approvals; develop Contract Employee contracts and associated Contract Scopes; monitor and report on Contract Employee spending against projections. 6. Oversee federal grant Admin and Management costs ceilings, budgets, fringe, and indirect costs, grant compliance and monitoring, documentation, regular and ad hoc report submission and audit reporting, including process FEMA Cat B and Cat Z payroll, encumbrances, payments and accounts payable documents in MMARS documents are processed in accordance with state/federal policies and procedures. Monitor expenditure levels in MMARS, recommend appropriate action if necessary. Represent MEMA in discussions and audits of federal costs. 7. Confers with agency personnel and outside agencies by telephone, in writing or in person to resolve accounting discrepancies or obtain statistical data and documentation for various repo1is or project. 8. Maintain and track records management for MEMA including, but not limited to sending records to the Commonwealth Records Board. 9. Participate in emergency operations response at the State Emergency Operations Center (SEOC), or an assigned Emergency Operations Center (EOC) during emergencies, planned events and d1ills/exercises. 10. May be required to work extended hours, including during nights and weekends in the event of an emergency affecting the Commonwealth. 11. May be required to travel for overnight stays. 12. May, or will be required to carry and use a radio when away from the office during duty hours to ensure enhanced communication with headquarters and/or regional offices. 13. Must have basic computer knowledge and experience, and a willingness to learn advanced applications as they pertain to assigned duties and responsibilities. 14. Must have ability to provide for his/her reliable transportation to and from work or assigned locations, on a daily basis as well as during an emergency activation. 15. Must have ability to form harmonious working relations with others and be able to work well as part of a team. 16. Perform related work as required or assigned. Minimum Entrance Requirements:Applicants must have at least (A) four years of full-time, or equivalent part-time, professional experience in accounting or auditing, of which at least (B) two years must have been in a supervisory, administrative or managerial capacity, or (C) any equivalent combination of the required experience and the substitutions below. Substitutions: I. An Associate's degree with a major in accounting, business administration or business management may be substituted for a maximum of one year of the required (A) experience.* II. A Bachelor's degree with a major in accounting, business administration or business management may be substituted for a maximum of two years of the required (A) experience.* III. A Graduate degree with a major in accounting, business administration or business management may be substituted for a maximum of two years of the required (A) experience and one year of the required (B) experience.* Education toward such a degree will be prorated on the basis of the proportion of the requirements actually completed. NOTE: Educational substitutions will only be permitted for a maximum of one year of the required (B) experience. *PREFERRED QUALIFICATIONS: 1. Four (4) years of actual working experience in Accounting (Account receivables, payables, grant financial administration). 2. Knowledge and experience in electronic spreadsheets and in the Massachusetts Accounting Reporting System (MMARS). 3. Knowledge and experience in the Labor Cost Management (LCM) system and the application of associated rules and requirements for the assignment of personnel costs in the MMARS system. 4. Knowledge and experience with Self Service Time and Attendance (SSTA) program and associated policies and procedures 5. Knowledge and use of Commonwealth Information Warehouse.
