Program Manager VI Deputy State Identification Manager The Massachusetts State Police (MSP) is the principal statewide law enforcement agency in the Commonwealth. We are seeking an enthusiastic and qualified individual to fill the position of Deputy State Identification Manager (Program Manager VI) to manage the day-to-day operations of the State Identification Section. This individual will assist Sworn Unit Commanders with the oversight of the State Identification Section, the ABIS System, the connecting livescan system, the OneIII System and Criminal History Record Information that accompanies the biometric identifying information and the staff that operate those systems. Duties and Responsibilities: · Assist with the management of the ABIS System and dissemination of data to other Criminal History Systems, such as the FBI, SAFIS and OneIII to include testing new systems and functionality as they come online · Support the management of Criminal History Data in the ABIS and OneIII to include trouble shooting data and sharing with outside databases, such as the CJIS Broker, AFISR, CJ360 and EOTC Courts. · Review and update processes and current unit policies as necessary. · Maintain III compliance with the FBI by reviewing FBI Error Messages, III unsolicited Messages and resolve discrepancies with III Sync data. · Develop an understanding of the Livescans, Mobile ID Systems and their connection to the ABIS System. · Assist sworn and civilian personnel in trouble shooting connection and submission issues. · Strategize and implement plans for backlog of unentered Biometric Criminal History Records. · Oversee FBI Audits and responses to Audit Findings. · Coordinate data and documentation for MSP Command Staff, and other agencies including EOPSS, DCJIS and other local and federal agencies. · Supports the Unit Commander's work with DCJIS as the state moves toward becoming a Compact Council member, with the eventual goal of becoming a NFF (National Fingerprint File) state · Participates in training of staff, particularly with the Criminal History Record duties in the absence of the Sworn Unit Commander, acts as unit commander. · Supervision of civilian staff assigned to the Identification Section, to include conducting performance evaluations. _Preferred Qualifications_: Knowledge of the standard methods used in fingerprint classification and identification. Knowledge of the terminology used in policy work. Knowledge of the types and uses of equipment; materials and supplies used in fingerprint classification and identification. Skill in operating office equipment such as teletype, facsimile transmitting equipment, etc. Skill in operating fingerprint equipment. Ability to conduct training or instruction. Ability to compile statistics, prepare statistical reports, Ability to give written instructions in a precise, understandable manner. Ability to supervise according to the nature of the job to be accomplished, the capabilities of subordinates and available resources Ability to prepare and use charts, graphs, and tables. Ability to communicate effectively in written expression, and to read and interpret documents such as plans, specifications, etc. Ability to understand, explain and apply the policies, procedures, specifications, standards and guidelines governing assigned unit activities. Ability to assemble items of information according to established procedures. Ability to work accurately with names, numbers, codes and/or symbols. MINIMUM ENTRANCE REQUIREMENTS: Applicants must have at least (A) five (5) years of full-time or, equivalent part-time, professional, administrative, supervisory, or managerial experience in business administration, business management, public administration, public management, clinical administration or clinical management of which (B) at least one (1) year must have been in a project management, supervisory or managerial capacity or (C) any equivalent combination of the required experience and substitutions below. Substitutions: I. A certificate in a relevant or related field may be substituted for one (1) year of the required (A) experience. II. A Bachelor's degree in a related field may be substituted for two (2) years of the required (A) experience. III. A Graduate degree in a related field may be substituted for three (3) years of the required (A) experience. IV.
