City Treasurer The City of Easthampton is seeking the right candidate for the position of City Treasurer. This position performs professional, administrative, technical, and supervisory work in managing the City\'s Treasury department and its staff. It manages the receipt, custody, disbursement, and investment of city funds, as well as the borrowing of money, projections for financial projects, and preparation of financial reporting. Job Type: Full Time, 35 Hours Per Week, Monday - Thursday Salary: \$70,000 - \$91,000 Annually ESSENTIAL FUNCTIONS Plans, directs, evaluates, and exercises supervision over the work of the Treasury Office, including the Assistant Treasurer, School Payroll Clerk, and Procurement Officer. Oversees payroll processing for both city and school departments, payment of payroll taxes, filing of W2 forms, and reports to the state and federal government Administration and monitoring of city cash management program and purchasing practices. Ensures the availability of funds for payroll and expenditures; manages daily cash flow to maintain the availability of funds. Assists in the preparation of the annual city budget with the Mayor\'s office and city department heads. Arranges for borrowing of funds as authorized by the Mayor and Council; Invests and manages funds; monitors and reconciles investments and bank accounts. Seeks maximum return on and ensures the safety of investments by selecting investment vehicles and allocating funds between various investment options as authorized. Performs reconciliations of accounts and fund balances. Manages the cash balance of all bank accounts and maintains contact with investors; keeps records of indebtedness; submits reports to the Department of Revenue; provides information regarding municipal funds and indebtedness. Coordinates the preparation and issuance of municipal bonds. Reports receipts of city and school departments to the city audit department. Acts as the custodian of financial documents for the city, including performance bonds, surety deposits, and letters of credit. Prepares and supervises payments to vendors, ensuring the processing of proper forms. Maintains cemetery accounts Responsible for properties in tax title, receipt of payments, discharge of tax titles, and foreclosure sales; maintains tax title records. Develops, implements, and oversees departmental policies and practices. Prepares for the annual audit of the city\'s books and records to ensure prompt and efficient data collection for auditors. Serves on various boards, committees, and commissions as needed. Performs similar or related duties as required or as the situation dictates. EDUCATION AND EXPERIENCE Bachelor\'s degree in finance, accounting, business administration, or a related field; Five years of public sector finance experience; Or an equivalent combination of education and experience.
