Description
The Training Specialist/Trusted Agent is responsible for designing and deliveringfederally regulated training on the airport’s identification media system and security compliance
credentialing requirements, in support of the airport’s Authorized Signatories, who are
authorized to sponsor individuals and request airport identification media.
Training related responsibilities include developing and formulating curricula, determining instructional methods, coordinating and performing administrative functions, evaluating training effectiveness, and utilizing relevant evaluation data to revise instructional objectives and methods.
Trusted Agent related responsibilities include acting as a technical specialist to authorize the issuance of airport identification media in accordance with the TSA approved Airport Security Program and other applicable regulations; reviewing personal information and other required documentation from applicants and current identification media holders to conduct the Criminal History RecordsCheck (CHRC) and Security Threat Assessment to determine eligibility; maintaining and protecting sensitive and confidential information, evaluating door access requests and provisioning access; verifying the validity and acceptability of government issued identification documents prior to badge issuance.
The Training Specialist/Trusted Agent also communicates closely with Authorized Signatories, provides troubleshooting assistance with the badging system, and performs other job related duties as assigned.
Essential Tasks of the Job
Develop, formulate and deliver training on Massport’s proprietary Identification
Management System (IDMS) to all authorized users.
Coordinate airport security training programs, including Authorized Signatory training for
Massport employees, tenants and contractors at Logan Airport.
Assist with hands-on training (IDMS) to ensure that all Authorized Signatories are able to
use the system proficiently.
Continually update training materials and training aids as required by changes in Massport,
state and federal security regulations.
Assist with required TSA audits to ensure Massport compliance.
Assign login credentials to new Authorized Signatories.
Update SIDA badge records to reflect Authorized Signatory qualifications.
Maintain training records as required by regulation.
Provide individual training to the Authorized Signatories, as needed.
Respond to Massport’s internal support mailbox to ensure all questions are addressed in a
timely manner.
SECONDARY JOB TASKS
Review and evaluate applications, documents and other supporting information to
determine applicant eligibility for airport issued identification media, which includes
verifying applicant identity and work authorization in compliance with federal security
regulations. Issue identification media to applicants after successful completion of
requirements in the TSA security regulations, and in accordance with the TSA approved
security program. All the aforementioned tasks are executed within a software
environment.
- Evaluate various security media applications for accuracy, completeness, required
training documentation, and appropriateness of requests. Access confidential and
security sensitive information utilizing the identity management system.
- Perform quality control of the information submitted on applications to ensure the
accuracy of the data used in conducting the CHRC, STA, and other vetting. Identify
and correct discrepancies specific to biographic data and access requirements.
- Provide guidance and education to Authorized Signatories regarding the application
and training requirements for badge issuance.
- Verify and determine the validity and acceptability of Identity Documents and Work
Authorization.
- Validate authenticity of documents and scan original documents to the system for
recordkeeping purposes, before personal information from applicants and other
documentation is transmitted for required vetting; determine eligibility to work in the
US; authorize and issue identification media based on CHRC and STA results. Utilize
knowledge and tools to prevent document and imposter fraud and ensure proper
credentialing of airport personnel.
- Exercise independent decision making to determine the validity of the application and
supporting documentation required for airport issued identification media.
- Administer verbal test to applicants prior to issuing badges to ensure applicants possess
the necessary knowledge of TSA and MPA security requirements, regulations, and
procedures.
- Capture the biometric data (fingerprint) of applicants to ensure the content and quality
are acceptable for CHRC and enrollment in the access control system.
Operate and maintain specialized equipment utilized in badge production.
Maintain and secure confidential and security sensitive information to include
Personally Identifiable Information and Sensitive Security Information in accordance
with state and federal regulations. Protect the inventory of unused identification media
in compliance with TSA regulations.
- Ensure the integrity of security measures required for airport credentialing in
compliance with policies and procedures promulgated by federal agencies and
Massport.
- Make sound decisions based on established procedures, regulations, technical
information, and available resources. Exercise critical thinking to resolve issues in a
professional manner which enhances service, security, and efficiency.
Conduct audits of airport issued identification media.
- Audit security badges to ensure accountability and control in accordance with federal
regulations.
- Review information for accuracy, assess performance, and determine appropriate
remediation and improvement measures. Identify trends and recommend solutions.
Evaluate door access requests and provision access.
- Determine eligibility for door access and provision access utilizing the badging system
and access control system.
- Ensure access privileges are authorized and processed in a timely matter to enable
badge holders to perform their job functions in secure areas of the airport.
- Troubleshoot door access issues utilizing multiple databases to efficiently resolve
issues.
Perform high intensity customer service in a diverse airport environment.
- Exhibit quality service in support of Massport’s mission and brand while interacting
with a variety of internal and external customers. Establish and maintain positive
working relationships with business partners.
- Resolve customer inquiries received from the vast airport community which are
generated in-person, by phone, and electronically. Research and gather necessary
information to respond to customers. Provide assistance in the interpretation of rules
and regulations and consult with management, as applicable.
Job Requirements and Qualifications
WORKING CONDITIONS:
Environmental Parameters: Ability to work in an office within an airport
environment with conditions which may include: fumes, odors, gases, chemicals, and
dust, as well as decibels in the range of 65-100.
Physical Demands:
Strength: Ability to exert up to 10 pounds of force occasionally and/or a negligible
amount of force frequently or constantly to lift, carry, push, pull, or otherwise move
an object.
Type: Ability to perform administrative duties, typing, filing, bending over to low
files, reaching high files. Work may involve standing or sitting for extended
periods. Ability to distinguish different colors.
Supplemental Information
WORK SCHEDULE: Ability to work a 37.5-hour week with varied hours including
early mornings and late evenings. Ability to work additional hours as workloads demand.
May be required to temporarily work at other Massport airport facilities.
EQUIPMENT USED: Keyboard devices, computer monitors, biometric enrollment
equipment, typewriter, multi-line telephone, photocopier, fax, laser and video printers,
answering devices, electronic mail and calculator, date machine, laminator, digital camera,
computerized payment processing terminals, and other work-related equipment.
