Essex North Shore Agricultural & Technical School District Director of Human Resources in Danvers, Massachusetts

Essex North Shore is seeking a Director of Human Resources beginning July 1, 2023. The Director of Human Resources will plan, lead, direct, develop, and coordinate the policies, activities, and staff of the Human Resources (HR) department, ensuring legal compliance and implementation of the organization’s mission and talent strategy. FAIR LABOR STANDARDS ACT (FLSA) CLASSIFICATION: This position is classified as Exempt (Professional). REPORTING STRUCTURE: The Director of Human Resources reports to the Superintendent-Director. QUALIFICATIONS: A minimum of five years of human resource management experience is required, and school district experience is preferred. Bachelor’s Degree in Human Resources, Business Administration, or related field required, Master’s preferred Excellent verbal and written communication skills. Excellent interpersonal and negotiation skills. Demonstrated experience with labor associations and collective bargaining agreements. Excellent organizational skills and attention to detail. Strong analytical and problem-solving skills. Strong supervisory and leadership skills. Title IX Coordinator and Investigator certification Ability to adapt to the needs of the organization and employees. Ability to prioritize tasks and delegate them when appropriate. Thorough knowledge of employment-related laws and regulations. Such alternatives to the above qualifications as the Superintendent-Director may find appropriate and in conformity with state and federal law. DUTIES: Collaborates with Building and District leadership to understand the District’s goals and strategy related to staffing, recruiting, and retention. Coordinates committees and schedules interviews for positions in collaboration with the Principal, directors, and Managers; recommends candidates to Principal and/or Superintendent-Director. Assists with the coordination of evaluation models for faculty and staff in collaboration with the Principal and Superintendent-Director. Plans, leads, develops, coordinates, and implements policies, processes, training, initiatives, and surveys to support the organization’s human resource compliance and strategy needs. Administers or oversees the administration of human resource programs including, but not limited to, compensation and leave; disciplinary matters; disputes and investigations; performance and talent management; productivity; and training and development. Assists the Director of Business Operations in the administration of benefits programs. Responds to internal/external audits and/or program evaluations as requested. Ensures that all positions are staffed by appropriately licensed and highly qualified individuals and oversees progress towards professional improvement; applies for Waivers from the Department of Elementary and Secondary Education, as appropriate; assists teachers and administrators with regard to the licensing process. Facilitates professional development, training, and certification activities for all educators in the District in collaboration with the Principal and assists supervisors of other departments to plan and implement professional development activities. Functions as a Civil Rights, Title IX, and Title VI Coordinator and Investigator for the District. Manages FMLA and ADA processes for District employees. Identifies staffing and recruiting needs; develops and executes best practices for hiring and talent management. Monitors and ensures the organization’s compliance with federal, state, and local employment laws and regulations, and recommended best practices; reviews and modifies policies and practices to maintain compliance. Maintains knowledge of trends, best practices, regulatory changes, and new technologies in human resources, talent management, and employment law; applies this knowledge to communicate changes in policy, practice, and resources to upper management. Develops and implements departmental budget and collaborates with District leaders on the creation of the District budget. Performs other duties as required and assumes such other responsibilities as the Superintendent-Director may assign. PHYSICAL WORKING CONDITIONS: This position requires prolonged periods of sitting at a desk and working on a computer. Must be able to lift 15 pounds at times. The position may require frequent in- and out-of-district travel. TERMS AND CONDITIONS OF EMPLOYMENT: This is a 12-month position. The nature of this position requires hours beyond the regular school day. It is expected that the person filling this position will give priority to completing the necessary tasks and set hours accordingly. Salary and fringe benefits are established by the Superintendent-Director in accordance with the policies established by the School Committee. " />
