The state operated veteran home in Chelsea is an independent state agency that organizationally report to the Secretary of the Executive Office of Veterans’ Services (EOVS). The Veterans’ Homes are owned and operated by the Commonwealth of Massachusetts and address the needs of a wide variety of veterans, including long term care and domiciliary services meeting the veteran residents’ care and psychosocial needs. The care and services provided by the Veterans’ Homes are supported by a staff of approximately 450; representing physicians, advanced practice clinicians, nurses, aides, social workers, recreation therapist, physical and occupational therapy, speech language pathology, educators, building trades, dietary, housekeeping, managers, support staff, consultants and contractors. DETAILED STATEMENT OF DUTIES AND RESPONSIBILITIES: 1. Develops and revises work procedures for the Staffing Department and the other departments as needed. Provides ongoing education on these procedures to the clinical departments that the Staffing Department serves. 2. Oversees the computer training of peers. 3. Takes lead on training new employees to the department. educating all new clinical staff on the utilization of the scheduling systems. 4. Key educator for the facility when the Commonwealth rolls out new staffing software to the 24/7 facilities. 5. Develops, revises, and, with approval of Staffing Manager, carries out work procedures to ensure the efficient and effective flow of work. This involves contact with internal and external parties. Attends assigned meetings such as staff and scheduling meetings and labor meetings. 6. Generates and maintains the Nursing Department schedules. With supervision, decides all paid time off usage in accordance with policy and collective bargaining agreements. 7. Maintains various department records and reports such as Staffing Variance Reports, Holiday schedules/Holidays earned, and pool and per diem utilization. 8. Contacts Nursing staff to solicit volunteers for authorized overtime and notifies employees of approved overtime and extra time. Cancels unnecessary overtime or leave instruction to do so for the off shift when appropriate. 9. Ensures Nursing Agency compliance with onboarding requirements and licensure renewal of contracted staff. 10. Conducts interviews for vacant CNA positions. Collaborates on candidate-selection for such positions. Schedules interviews for licensed positions, processing selected candidates through to HR. 11. Files materials such as correspondence, license documents, reports, attendance records, etc. 12. Maintains paid time off documentation for payroll purposes and executes payroll processing as needed. 13. Ensures that agency time logs, daily worksheets and needs list for all shifts are complete. 14. Checks monthly schedules and daily worksheets to ensure they coincide. 15. Provides support to Director of Nursing as necessary. 16. Performs other related clerical duties. QUALIFICATIONS REQUIRED AT HIRE (List knowledges, skills, abilities.): 1. Ability to supervise, including planning and assigning work according to the job to be accomplished, determining training needs of the team, motivating the team to work effectively, and aides in determining the need for disciplinary action by recommending or initiating disciplinary action 2. Ability to establish rapport and maintain harmonious working relationships with individuals from varied ethnic, cultural, ages, and/or economic backgrounds QUALIFICATIONS ACQUIRED ON JOB (List knowledges, skills, abilities.): 1. Knowledge of the laws, rules, regulations, policies, and procedures governing assigned activities 2. Knowledge of the types and uses of agency forms 3. Knowledge of state agencies and resources 4. Knowledge of the proper telephone procedures for making and receiving agency calls both via the landline telephone as well as virtual platforms (i.e. Microsoft Teams, Zoom, etc.) First consideration will be given to those applicants that apply within the first 14 days. Applicants must have at least (A) three years of full-time, or equivalent part-time, experience in office work, or (B) and equivalent combination of the required experience and the substitutions below: I. A diploma as evidence of graduation from the commercial or business course of a recognized high school or vocational/technical high school may be substituted for a maximum of one year of the required experience.* II. A diploma as evidence of graduation from a course other than the commercial or business course of a recognized high school or vocational/technical high school or possession of a Massachusetts high school equivalency certificate may be substituted for a maximum of eight months of the required experience.* III. A diploma for completion of a one year, full-time, or equivalent part-time, program in a recognized, non-degree granting business or secretarial school above the high school level may be substituted for a maximum or one year of the required experience.* IV.
