State of Massachusetts Registered Nurse V - Quality Improvement in Chelsea, Massachusetts

The state operated Veterans Home at Chelsea is an independent state agency consisting of long-term care and a domiciliary which are independent living quarters for our veterans. The care and services provided by the Veterans Homes are supported by an extraordinary group of staff working to meet the needs of our veterans. The ideal incumbent's role as the Quality Improvement Registered Nurse will be developmentand implementation of programs, plans, policies and procedures for the facilities Performance Improvement program. _Duties and Responsibilities (these duties are a general summary and not all inclusive):_ 1. ChairAgencyQualityAssurance PerformanceImprovement(QAPI)Committeemonthly,developsthequalityimprovementprogram. 2. Inform QI committee members of any new requirements/changesin DPH, CMS and Veteran Affairsstandards for performance improvement. 3. ReviewminutesofFamily, VeteranandResidentCouncilsand coordinatereportingtotheQAPICommittee. 4. ParticipateonQAPIteamsasrequested bytheExecutiveCommittee. 5. ReviewissuesandidentifyopportunitiestoimprovethequalityofcareattheVeteransHome. 6. Reviewsallincidentreportsandforwardsthemtoappropriateindividualsforfollow-up. 7. Conducts investigationsof veteran careincidents reported bythefacility's incident reportingsystem and makes recommendations for corrective action. 8. Maintainqualityimprovementactivityrecordsfortheagency. 9. Prepare QAPI reporting dashboards, graphs and other presentation tools based on data collection and analysis. 10. ConductannualreviewofQualityAssurance PerformanceImprovementProgram.Plan,developandleadannualCQIin-services. 11. Conduct periodic assessments of bothInfection ControlandQualityImprovement Programs to meetFederal,State, regulatory and veteran agency regulations through policy meetings. 12. Collectsandanalyzesdata;identifiestrendsandpatterns;monitorsdatacollectionactivities. 13. Monitors quality improvementactivities of departments and committees toassure timely and appropriate compliance with the facility’s quality improvement program. 14. Initiatesand/orcoordinatesspecialprojectstomaintainand upgradethe qualityofVeterancare. 15. Analyzes statisticalreportssuchasVeterancensus,personnel changes, accidents,andtimeandattendanceinorder to recommend action concerning Veteran census, deployment of personnel and the effective use of availableresources. 16. Providesdirectandindirect supervisionfornursingservicespersonnel. 17. Coordinates,develops,andprovidesin-service educationprograms. 18. Coordinates,conducts,andparticipatesinmeetings, in-serviceandcontinuingeducationalactivities. 19. Completesemployeeperformance appraisals(EPRS)ondirectreportingstaff. 20. Attend seminarsandreviewcurrentliteraturetoupdatetrendsinperformanceimprovement. 21. Otherdutiesasassigned Required Qualifications: 1. Knowledge of the principals, practices andregulations regarding quality monitoring, risk management andveteran care assessment. 2. KnowledgeofDepartment of Public Health, CMS and VeteranAffairsstandards,particularly involvingperformanceimprovement. 3. Abilitytointegrateandinterpretstatisticaldata. 4. Abilitytopreparestatisticalreports through the use of Microsoft Office and other statistical software products. 5. Abilitytocommunicatebothwrittenandorallyinaprecise,understandablemanner. 6. Abilitytoestablishandmaintainharmoniousworkingrelationshipswithothers. 7. Knowledgeof theprinciples and practices ofsupervision, includingplanningandassigning work accordingto the nature of the job to be accomplished, the capabilities of staff and available resources; controlling work through periodic reviews and or evaluations; determining staff'strainingneeds and providing or arrangingfor such training; and either recommending or initiating disciplinary action. 8. MINIMUM ENTRANCE REQUIREMENTS: Applicants must have at least (A) three years of full-time, or equivalent part-time, experience as a registered nurse in a recognized hospital, clinic or medical facility and (B) of which at least two years must have been in a supervisory, administrative, or managerial capacity, or (C) any equivalent combination of the required experience and the substitutions below. Substitutions: I. A Graduate degree with a major in Nursing may be substituted for a maximum of one year of the required (A) experience.* No substitutions will be allowed for the required (B) experience. Education toward such a degree will be prorated on the basis of the proportion of the requirements actually completed. SPECIAL REQUIREMENTS FOR ALL LEVELS IN SERIES: Current and valid registration as a professional nurse under the Massachusetts Board of Registration in Nursing . Recent graduates from an approved school of nursing must have applied for the first available registered nurse examination.
