State of Massachusetts Platforms Solution Analyst in Chelsea, Massachusetts

The Executive Office of Technology Services and Security (EOTSS)is the state’s lead office for information technology. We provide enterprise level information technology services including network management and security; computer operations; application hosting; desktop provisioning and management; and modern and responsive digital services to 40,000 internal stakeholders plus the residents, business owners and visitors to the Commonwealth of Massachusetts. EOTSSis seeking to hire aPlatforms Solution Analystto join theEnterprise Platform Team. The primary role for this position is to provide support to multiple platforms servicing a diverse user population statewide. ThePlatforms Solution Analystwill lead the production support activities and ensure all user issues are addressed timely and all communication is clear and consistent. The incumbent is expected to work collaboratively with internal and external teams (end users, developers, architects, vendors, leadership, and others) to effectively troubleshoot and resolve issues. The successful candidate should be able to lead discussions, partner with staff to determine best option(s) and recommend solutions to business partners and management. The primary work location for this role will be at200 Arlington Street Chelsea, Massachusetts 02150. The work schedule for this position isMonday thru Friday, 9:00AM to 5:00PM. This role is expected to perform after hours support as authorized and required. This position is expected to follow ahybridmodel of reporting to work that combines in-office workdays and work from home days as needed. _Duties and Responsibilities:_ * Monitor and resolve end user issues related to the Platform tools (Jira, OnBase, Salesforce.com, Rational, M365, PowerBI, etc.) within established SLAs by gaining a thorough understanding of the issue, engaging appropriate teams for troubleshooting and provide resolution/s. * Maintain a customer centric focus towards meeting customer expectations. * Remain engaged with the Platform Team’s activities and collaborate, as needed, on assigned tasks and participate in continuous knowledge sharing sessions. * Ability to work independently while collaborating effectively with team members and business users to promptly address requests and resolve issues. * Lead meetings and promptly create accurate documentation for timely distribution. * Actively lead/participate in all project phases of platform migrations, configurations, upgrades, modifications, and other related activities. * Write queries (using a query language, e.g. SQL) to extract data from multiple environments and perform routine administrative tasks on platforms as required. * Lead and/or participate in requirements gathering sessions, user trainings, webinars, workshops and other similar activities as required. * Develop use/test cases, write queries for data exaction and analysis, generate, and execute test cases and interpret results in an appropriate format for sharing and/or analysis. * Develop and manage project, communications, and test plans. * Create business and technical requirements and other project related documents as required * Implement systems development life cycle methodology as required. * Create documentation in accordance with EOTSS systems development methodology. * Clearly, concisely, and promptly communicate status of any/all activities and project progress to leadership/stakeholders. * Coordinate all activities and resources to meet project goals and schedules. * Stay abreast of job-related technical concepts, new trends and product enhancements. * Become a resource for other team members on technical issues to provide expertise and guidance. * Maintain the team’s SharePoint sites with up-to-date information. * Perform other duties as required and be prepared to learn other technologies based on organizational needs _Preferred Knowledge, Skills, and Abilities:_ * Minimum three (3) years of Systems Analysis or Systems Engineer experience with thorough knowledge of application development and/or support activities is required. * Must exhibit a solid understanding of prioritizing and triaging customer issues and requests * Must have experience preparing solution documentation for technical and business users. * Experience administering Atlassian products (Jira), content management/collaboration platforms (SharePoint or other M365 applications), reporting and/or analytics tools, e.g. SAP, PowerBI, COGNOS, Tableau or other similar products. * Knowledge of agile or scrum methodology. * Hands on experience supporting and/or configuring low/no code platforms e.g. OnBase, Salesforce, etc. * Knowledge of server administration and management. * Knowledge of Incident Management practices. * Must have strong analytical and communication skills with the ability to understand and follow directions both written and verbal. * Experience creating presentations is highly desired. * Experience with collaboration on drafting requirements for contracts. * Preferred experience with managing software licenses. _Education and Certifications:_ * Bachelor’s Degree in computer science, Information Systems, Business Administration or other related field, or equivalent work experience.
