State of Massachusetts Data and Resources Analyst in Chelsea, Massachusetts

The Chelsea Soldiers’ Home is seeking a self-motivated and highly organized individual to serve as a Data and Resources Analyst. The selected candidate will review and analyze data, confer with agency staff to identify needs and potential problems within the assigned department, and conduct special studies, projects, and reports. Other responsibilities include (but are not limited to): determining the methods to be used in report analysis and preparation; recommending changes in departmental methods, operations, and procedures; compiling information for database training and management usage; analyzing, assessing, and supporting software needs, as well as developing system job aids. _Duties and Responsibilities (these duties are a general summary and not all inclusive):_ * Performs data analysis and review, with the goal of devising methods that result in more effective and efficient operations. * Recommends modifications in departmental operations in response to changes in agency objectives, regulations, procedures, or policies. * Evaluates and compares data in order to provide information to management for making sound conclusions to solve problems, to plan course of action, and to formulate and define policies and procedures. * Assists Project Manager in department activities and assignments for special projects, database implementation, training and support as needed. * Determines the methods to be used in conducting studies/special project report preparation; designs forms and instruments to be used in collecting information; and evaluates results to ensure the validity, reliability, and integrity of data. * Compiles information for management use from automated records, reports and other sources, and disseminates this information in the form of reports, manuals, charts, graphs, tables etc.; defines each project purpose, scope and methodology * Attends (chair as needed) periodic “Train the Trainer” (TTT) meetings for informational exchange of ideas and problem solving addressing ongoing training needs. * Serves as backup Subject Matter Expert (SME) to department databases (re: EMR database) to reconcile and review all residents and patients’ files, including attachments (i.e. DD214s, photographs, etc.). * Participate in other duties as assigned. _Schedule _ * This is a full-time (37.5 hours/week) position working Monday through Friday with exact daytime hours to be determined before time of hire by the Hiring Manager * Note: This is 24 hour/7 days a week facility. The Chelsea Soldiers' Home may require this individual to be present during nontraditional hours when circumstances dictate the operational need. _Required Qualifications_ * Adept at analyzing and determining the applicability of data to draw conclusions and make appropriate recommendations. * Knowledge of the principles and practices of management science, including problem solving and decision-making, forecasting and planning, and work simplification methods. * Familiarity with general report writing and preparation. * Ability to understand, explain and apply the laws, rules, regulations, policies, procedures, specifications, standards, and guidelines governing assigned activities. * Working independently to achieve objectives where few precedents or guidelines are available. * Accurate information gathering via document/record examination and questioning individuals. * Adaptability to varying work situations to meet changing departmental requirements or a crisis/emergency. * Exercising sound judgment, communicate effectively, and give/follow oral and written instruction in a precise, understandable manner. * Discreet handling of confidential information. * Controlling workflow through periodic reviews and/or evaluations; determining training needs and providing or arranging for such training. * Highly Proficient usage of all Microsoft Office products including Word, Excel, PowerPoint, Teams, Outlook, SharePoint, and OneDrive, as well as other software required to develop and prepare reports and studies. _Preferred Qualifications_ * Experience working within a HealthCare setting or Long-Term Care (LTC) facility. * Understanding of Medicare/Insurance Billing, i.e., reporting, ICD codes, etc. * Project Management experience and/or certification * Proficiency with various HealthCare or Electronic Medical Record (EMR) software products _About the Soldiers’ Home in Chelsea:_ The Chelsea Soldiers' Home is a state-funded, fully accredited health care facility that offers veterans quality health care, including full-time residential accommodations, and provides educational and social services for Veterans in the Commonwealth.
