State of Massachusetts Construction Coordinator I in Camp Edwards, Massachusetts

The construction coordinator is responsible for developing and maintaining world class facilities for the Massachusetts Army National Guard (MAARNG). The incumbent monitors onsite activities for repairs, maintenance, and sustainment of critical infrastructure. They perform quality control pursuant to applicable codes, drawings, and specifications. Assists in development and execution of the schedule of services to operate and maintain MEPS and other vital components of real property. For larger construction projects, the incumbent serves as the owner’s representative on behalf of the MAARNG and communicates with various stakeholders to ensure the project is delivered on time and on budget. SUPERVISION RECEIVED As a team member for the Department of Facilities Engineering (DFE) at the Camp Edwards Training Site, the incumbent reports directly to the Facilities Operations Specialist at Camp Edwards. DETAILED STATEMENT OF DUTIES AND RESPONSIBILITIES 1. Makes recommendations for real property facility projects for addition to the Annual Work Plan (AWP). 2. Serves as the owner’s representative, on behalf of the MAARNG, to Architect/Engineering firms during design phase. 3. Serves as the owner’s representative, on behalf of the MAARNG, to the general contractor, subcontractors, and other stakeholders during project execution. 4. Develops scopes of work (SOW), bill of materials (BOM), and schedule to estimate cost, time, and materials required to complete a project. 5. Reviews drawings, specifications, and other pertinent construction documents in order to ensure accuracy and consistency throughout. 6. Builds the NGB Form 420-R and submits to the appropriate authority for approval for all new projects. 7. Chairs meetings between various stakeholders from pre-construction to closeout to ensure all parties are acting in the best interests of the MAARNG. 8. Works daily with the DFE, the CFMO, and contractors to ensure approved scope is properly executed to the required specifications. 9. Reviews invoices for work completed. Completes and submits payment request memorandum for approval. 10. Solicits quotes in coordination with the applicable contracting office (federal or state). 11. Builds Requests for Proposal (RFP) for new projects. 12. Completes and submits required request for award documentation. 13. Updates project data in PRIDEweb and other databases as required. 14. Compiles and submits all project closeout documentation. Coordinates commissioning, training, and warranty items for post-construction operations. 15. Performs other duties as required. QUALIFICATIONS REQUIRED AT HIRE 1. Working knowledge of software programs such as Microsoft Office (Excel, Word, PowerPoint, etc.), Adobe, and others. 2. Strong background in Microsoft Project preferred. 3. Ability to read and understand construction plans, specifications, and drawings and perform takeoffs as required. 4. Possess excellent communication skills both verbal and written. 5. Knowledge of the principles and practices of facility construction management. 6. Ability to access project sites which includes walking, climbing, crawling, and other physically demanding activities. 7. Familiar with costs associated with construction. 8. Keen ability to resolve issues in complex environments with several stakeholders. 9. Ability to exercise leadership in group situations. 10. Possess a basic understanding of how mechanical, electrical, and plumbing (MEP) systems work with regards to facilities. 11. Ability to adapt varying work situations and adjust to meet emergency or changing programs. MINIMUM ENTRANCE REQUIREMENTS 1. Experience in construction management. 2. Bachelor’s or Associate’s degree in Construction Management, Civil Engineering, or Architecture may be substituted for relevant experience. 3. Ability toqualify for a Military Common Access Card (CAC) LICENSE AND/OR CERTIFICATION REQUIREMENTS 1. Current Unrestricted Construction Supervisor License (CSL) issued by the Commonwealth of Massachusetts is preferred. 2. Completion of OSHA-10 or higher level training preferred. _Substitutions:_ * * 1. An Associate’s degree or Technical degree in a related field may be substituted for one (1) year of the required experience. * * * A Bachelor’s degree in a related field may be substituted for four (4) years of the required experience.
