City of Cambridge Principal Budget Analyst in Cambridge, Massachusetts

Assist in the preparation of the annual City Operating and Capital budgets. Provide support to department heads in preparing budget requests and related analysis including departmental projections, performance measures, narratives, accomplishments and graphic presentations of departmental results. Prepare budget presentation documents for the public and presentation packets/handouts for civic engagement events. Prepare submissions for external agencies such as the Government Finance Officers Association (GFOA) and Massachusetts Municipal Association (MMA). Participate in implementation of new online Budget Development Systems and manage related development projects with the City?s Information Technology Department. Assist in staff training of the PeopleSoft financial system. Assist in Participatory Budgeting outreach and related administrative support. Prepare Council appropriations, transfer requests and financial reports for senior management. Assist in preparation of the Bond Presentation document for delivery to the major credit rating agencies, including five-year financial projections, analysis of financial position including key performance indicators, and completion of a demographic profile of the City. In addition, collaborate with other City departments and retrieve information from external agencies and provide a supporting role in the preparation of Official Statement for the issuance of bonded debt. Maintain financial controls for expenditures and revenues, including grant, capital and revolving funds, which involve statutory reconciliations, monitoring of purchase orders, and review of expenditures to ensure that financial transactions are being recorded accurately and in accordance with municipal finance law/city policy. Conduct monthly review of capital project and grant balances to ensure revenues and expenses are recorded accurately. Assist in the preparation of the annual audit. Work with the City departments to ensure a smooth closeout of the fiscal year. Assist in the preparation of required state and federal reports. MINIMUM QUALIFICATIONS: BA in accounting, business, economics or related field, or equivalent combination of education, training and/or experience which provides the required knowledge, skills, and abilities to perform the essential duties of the job. Five years\' experience as a Budget Analyst, Financial Analyst, or Business Analyst preferred. Familiarity with municipal budgets and fiscal structures desirable. Computer literate, especially in the use of MS Office products (Word, Excel, Outlook). Commitment to anti-racism, diversity, equity, and inclusion.
