Equally, EOEEA works with energy consumers, power companies, clean energy providers and farmers to delicately balance the interaction with environmental protection laws and regulations while being a cornerstone for our economic prosperity. _Job Opening:_ The Executive Office of Energy and Environmental Affairs seeks applicants for the position of Program Coordinator I to perform the following duties: GENERAL STATEMENT OF DUTIES AND RESPONSIBILITIES Manage and coordinate the Commonwealth’s Boating, Off-Highway Vehicle, and Snowmobile accident reporting programs and databases. Assist with general administrative functions of agency Special Operations Bureau. Assists the Commonwealth’s Boating Law Administrator with accident reporting messaging. Evaluates program metrics and prepare comprehensive reports for delivery to State and Federal agencies. Coordinates with agency on program related statistics, trends, required data. Coordinates with EEA Media Relations staff for incident adjudication process as needed in response to media reports. Manage department accident report files to develop, monitor, and maintain accident database & filing systems. Maintain accident documents and records for federal, state, and local reporting requirements and accident reporting & analysis initiatives. Develops and maintains close relationships with Federal and State accident reporting agencies. Conducts accident record audits to ensure reporting timeliness and completeness. Serves as primary Keeper of Record for accident reporting and related casefiles. Reviews, processes, and redacts graphic and sensitive photos and information relative to record requests. Develop and maintain program manuals and forms. Assist in developing outreach initiatives relative to boat & OHV safety and accident reduction. Coordinate with the US Coast Guard and other pertinent agencies relative to federally required incident reporting. Manage law enforcement accident reporting functions, generate comprehensive reports for required annual reporting. Provides information to the general public via telephone, internet, or in-person. Work with agency personnel, federal, state, and local entities to further coordinate department functions, resolve issues, and respond to inquiries. Participates in workshops and training relative to boat & Off Highway Vehicle accident reporting, human factors in accidents, accident reduction and safety. * Manage MEP Boating, Off-Highway Vehicle & Snowmobile accident reporting programs and serve as the MEP liaison to partner agencies and the public for records processing & requests. * Work with field staff and partner agencies for effective incident reporting and case tracking. Process accident report data and facilitate entry into databases. * Provide support to staff, ensure case and data compliance and completeness, manage casefile retention and storage. * Manage accident reporting program functions and databases. Ensure the timely and accurate entry of information into databases, monitor electronic document submissions, and case requests, and certify reports as keeper of record. * Assist with administrative functions of Special Operations Bureau to include department personnel scheduling, purchasing and acquisitions, facilities administration, and program coordination. * Develop reporting initiatives and notification protocols for incident reporting programs. Determine appropriate communication methods for the dissemination of protocols and administrative changes to mandated reporters. * Manage agency reporting initiatives, reporting timeliness, report completeness, initiate the creation of tracking reports for field staff follow-up to media related reports of accidents. * Develop and monitor accident reporting portals and databases, providing accurate and timely reports to requisite personnel. * Develop and maintain accident program manuals and forms. Assist in personnel training on mandated accident reporting forms. * Coordinate with the MEP Education Coordinator on past and recent accident trends and human factors to develop content and outreach initiatives relative to boat & OHV safety and accident prevention and reduction. * Serve as Keeper of Record for Boat, OHV & Snowmobile accident reports and case files. * In coordination with the EEA legal team, respond to accident records requests, review case files and reports, redacts information in alignment with public records laws, HIPAA, Office of the Chief Medical Examiner regulations and EEA & MEP Policies. * Review and redact graphic and sensitive photos and information relative to accident and crime scene photos, photographs containing blood and deceased bodies. * Track accident reporting & investigation metrics and develop comprehensive reports and accident reduction strategies. * Develop initiatives for field officer reporting efficiency in support of agency missions and functions relative to accident reporting. * Provide interactive support to the general public, local, state, and federal partners. * Manage & Maintain Boating, OHV and Snowmobile incident reporting databases and associated records. Receive and process all boat, OHV & Snowmobile incident report submissions. Ensure the timely entry of all required reports into state and federal databases. Compile data and create comprehensive reports as required by state & federal regulation, memorandums of agreement or as requested by immediate Supervisor or Boat & Recreation Vehicle Safety Bureau Supervisor. * Coordinates with the Boat & Recreation Vehicle Safety Bureau Supervisor and the MEP Education Coordinator Program Coordinator II for seamless operation and contingency resolution PREFERRED QUALIFICATIONS: * Knowledge of basic statistical methods and analysis. * Ability to understand and apply the laws, rules, regulations, policies, and procedures governing the assigned agency activity. * Ability to use various software applications to conduct research, manage databases, and produce written documents and reports. * Ability to fluidly utilize Microsoft 360 suite and Adobe programs. * Ability to determine the applicability of data, exercise sound judgement, and draw logical conclusions. * Ability to communicate effectively both verbally and in writing to all levels of Field and Management seniority. * Ability to interact effectively with a diverse group of people. * Ability to work independently. * Ability to compose statistical and narrative reports. * Ability to exercise discretion in handling highly confidential information. * Ability to lead and organize the efforts of others in accomplishing work objectives and performance standards. * Must pass a Criminal Offender Records Index (CORI) and personal background check. MINIMUM ENTRANCE REQUIREMENTS: Applicants must have at least (A) two (2) years of full-time, or equivalent part-time, professional, administrative or managerial experience in business administration, business management or public administration the major duties of which involved program management, program administration, program coordination, program planning and/or program analysis, or (B) any equivalent combination of the required experience and the substitutions below. Substitutions: I. A Bachelor's or higher degree with a major in business administration, business management or public administration may be substituted for the required experience.* II.
