State of Massachusetts Workforce Development Analyst & Project Coordinator in Boston, Massachusetts

The Executive Office of Labor and Workforce Development is seeking aWorkforce Development Analyst and Project Coordinator. Reporting to the Undersecretary for Workforce Development, the incumbent will play a critical role in supporting strategic initiatives, conducting research, and facilitating cross-agency collaboration for MassHire Department of Career Services, MassHire State Workforce Development Board, Commonwealth Corporation, and the Workforce Skills Cabinet. Current areas of focus within the workforce team include: employment system modernization, organizational change management, developing a comprehensive ESOL strategy, aligning sector strategies across quasi-public agencies, and more. This position offers a dynamic opportunity to contribute to policy development, program implementation, and organizational effectiveness. As a member of the Executive Office Team, the incumbent is expected to work a hybrid schedule and/or attend events as determined by business need. The incumbent will be expected to work in person at least two (2) days per week, with occasional evening or weekend work for special projects. Key responsibilities include: Project Coordination * Support the planning, execution, and monitoring of cross-secretariat projects such as workforce supports for Emergency Assistance shelter residents and other jobseekers; employment modernization; and private sector youth employment strategy. * Create and maintain project documentation, including status reports, timelines, and progress tracking. * Coordinate meetings for state workforce board and associated subcommittees and working groups by preparing agendas and taking detailed minutes. Research and Analysis * Conduct background research on workforce development issues, trends, and governmental programs that impact job seekers, employers, and underserved populations prioritized in the state's workforce agenda. * Prepare background materials for the Undersecretary using internal and external resources on: regional and local labor market conditions, emerging workforce skills and training needs, impact of technological changes on employment sectors. Administrative Support * Manage correspondence and communication for senior staff * Prepare expense reports and process administrative documentation * Support budget tracking and basic financial reporting Preferred Qualifications * Strong analytical and research skills * Proficiency in Microsoft Office Suite * Strong organizational and time management skills * Knowledge of data analysis software (e.g. SPSS, R. or Tableau * Experience with project management tools * Familiarity with government procurement and contracting processes * Bilingual capabilities SALARY PLACEMENT IS DETERMINED BY YEARS OF EXPERIENCE AND EDUCATION DIRECTLY RELATED TO THE POSITION AND THE HUMAN RESOURCES DIVISION’S RECRUITING GUIDELINES. IN THE CASE OF A PROMOTIONAL OPPORTUNITY, THE SALARY PROVISIONS OF THE APPLICABLE COLLECTIVE BARGAINING AGREEMENT WILL BE UTILIZED FOR PLACEMENT WITHIN THE SALARY RANGE. MINIMUM ENTRANCE REQUIREMENTS: Applicants must have at least (A) three years of full time, or equivalent part-time, professional, administrative or managerial experience in business administration, business management or public administration the major duties of which involved program management, program administration, program coordination, program planning and/or program analysis, or (B) any equivalent combination of the required experience and the substitutions below. Substitutions: I. A Bachelor's degree with a major in business administration, business management or public administration may be substituted for a maximum of two years of the-required experience.* II. A Graduate degree with a major in business administration, business management or public administration may be substituted for the required experience.* III.
