State of Massachusetts Workers’ Compensation Operations Supervisor in Boston, Massachusetts

The Human Resources Division/Workers’ Compensation Unit (HRD/WC) is the legislatively authorized administrator of the Commonwealth’s self-insured workers’ compensation program. HRD/WC is seeking to hire an operations supervisor to manage the OperationsDepartment. In support of the workers’ compensation claims unit, the position oversees the workflow of the utilization review process request cycle, mail room including eFax lines, offsite storage and the scanning, validating and payment of medical bills. Supervisory Duties & Responsibilities: * The working operations supervisor is responsible for approximately seven staff members that perform the following functions: * Utilization Review (UR) Oversight: Manage the workflow ofmedical treatment requests that are received via eFax into the Operations Department, indexed to the proper claim and forwarded to the workers’ compensation claims adjuster for review. * Mail Room including eFax Lines: Responsible for ensuring that outgoing mail (certified/regular postal mail) is delivered to the mail room and incoming mail is opened, indexed to the proper claim and uploaded to eCompManager. * Offsite Storage: Manage and coordinate offsite storage of workers’ compensation case files to ensure that they are readily accessible when required. * Scanning, Validating and Payment of Medical Bills: Coordinates and monitors the scanning, validating and payment of medical bills. Additional Duties and Responsibilities: * Oversee and review work of staff; provide staff training and assistance; conduct performance evaluations; determine priorities and plan unit work; establish and maintain unit procedures. * Identify potential problems and elevate issues in order to find solutions and maximize efficiency. * Act as a resource to workers' compensation claims team members to answer questions and solve complex issues. * Coordinate different teams to foster an exchange of ideas and provide cross-team learning opportunities. * Work with HRD and A&F IT Teams to update and improve electronic claims management operations including the implementation of clearing house services for medical bill processes. * Identify trends to determine individual or office weaknesses and develop action plans to monitor and ensure action plans have been successfully implemented. * Evaluate programs and procedures for continuous improvements. * Perform assignments, tasks or activities that contribute to the overall objectives of leadership. * Ensure quality and adherence to HRD/WC Best Practices Manual. Preferred Qualifications: * Possess an excellent understanding and demonstrated ability to apply the technical aspects of claims operations to fully support theHRD/WC adjusters, partner agencies, legal counsel and the Workers’ Compensation Litigation Unit. * Two to three years of experience supervising an operations team. * Ability to build and maintain effective relationships with internal and external customers. * Ability to work with minimal supervision and direction. * Commitment to working in a team environment. * Ability to adhere to strict timelines, but also have the ability and flexibility to multitask in a fast-paced environment. * Knowledge of office procedures including the ability to utilize computer software. * Ability to communicate with all levels of the organization in a collaborative and professional manner. MINIMUM ENTRANCE REQUIREMENTS: Applicants must have at least (A) four years of full-time, or equivalent part-time, professional experience in work simplification, management analysis, program analysis, methods analysis, economic analysis, fiscal analysis, financial analysis, budget analysis, program administration, or program management or (B) any equivalent combination of the required experience and the substitutions below. Substitutions: I. A Bachelor's degree with a major in business administration, business management, public administration, industrial engineering or industrial management may be substituted for a maximum of two years of the required experience.* II. A Graduate degree with a major in business administration, budget management, public administration, industrial engineering or industrial management may be substituted for a maximum of three years of the required experience.* III. A Bachelor's degree or higher degree with a major other than in business administration, business management, public administration, industrial engineering or industrial management may be substituted for a maximum of one year of the required experience.* Education toward such a degree will be prorated on the basis of the proportion of the requirements actually completed.
