State of Massachusetts Surveillance Coordinator and Epidemiologist in Boston, Massachusetts

The Division for Surveillance, Research, and Promotion of Perinatal Health within the Bureau of Family Health and Nutrition (BFHN) at the Massachusetts Department of Public Health (DPH) is seeking a dynamicSurveillance Coordinator andEpidemiologistto manage the day-to-day activities of the neonatal abstinence syndrome (NAS) surveillance system. You will be responsible for cleaning and evaluating the data-collected through the NAS surveillance system; identification and assessment of administrative data to implement the Tier 2 component of the Council of State and Territorial Epidemiologists (CSTE) NAS Case Surveillance Definition; management of large linked analytic files from routinely-collected administrative data sets such as birth certificates, infant and maternal death certificates, and hospital discharge; and preparation and submission of data sets to CDC. In this role, you will supervise the NAS Surveillance Medical Record Abstractors and monitor completion of medical record abstraction, review, and classification. Additionally, you will assist in developing plans to use NAS surveillance data to support referrals for families for public health and healthcare services, assess the needs of the program, assist with dissemination of results, and assist in informing public health policy. You will also conduct data/statistical analyses to report data on NAS and epidemiological trends in Massachusetts, evaluate accomplishments of program objectives, and provide ongoing support to the grant activities of the Massachusetts Active, State-Wide, Population-Based Neonatal Abstinence Syndrome Surveillance with Longitudinal Follow-up based on the workplan. /_Duties and Responsibilities (these duties are a general summary and not all inclusive):_/ * Manages the REDCap database which houses the NAS surveillance data, creates and updates the NAS SAS data files, and conducts routine checks of the NAS surveillance data to monitor for potential problems and develops procedures to address them. * Supervises and coordinates the activities of the NAS Surveillance medical record abstractors, including monitoring completion of medical record abstraction and classification. * Works with the Birth Defects Monitoring Program Surveillance coordinator to monitor hospital reports of ICD-10 CM NAS-related codes and to resolve any issues. * Identifies and access administrative data to implement the Tier 2 component of the CSTE NAS standardized surveillance case definition and links data with other data sources (Vital Records, Pregnancy Risk Assessment Monitoring System (PRAMS), Pregnancy to Early Life Longitudinal Data System(PELL) as needed for additional analyses. * Prepares NAS datasets using the minimum data structure and definition provided by CDC, submits them to CDC and resolves any issues identified. * Develops, evaluates, and updates standards operating procedures that will enhance and streamline processes. * Prepares NAS data quality reports (e.g., missingness, discrepancies) and identifies strategies to improve NAS data completeness, accuracy, and timeliness of reporting of surveillance data to CDC. * Participates in meetings with CDC and CSTE and other stakeholders, as needed. * Leads or assists with data analyses, data linkages for scientific papers, data briefs, factsheets, programmatic questions, needs assessments, and evaluations related to NAS Surveillance. * Assists in developing grant proposals and grant continuation reports, including providing data. * Assists in disseminating NAS results and lessons learned to agency, memberships, and constituents. * Assists in developing plans to use NAS surveillance data to support referrals for families for public health and healthcare services. * Leads and coordinates the development and maintenance of the public-facing NAS Tableau dashboard. * Maintains confidentiality and security policies and procedures. Required Qualification: * Knowledge of the principles and practices of epidemiology. * Knowledge of the methods of statistical and scientific report writing. * Ability to design analysis plans, collect and manage epidemiological data, conduct statistical analyses, and interpret findings. * Capacity to manage databases, construct data files, conduct and support data entry, and perform data edits/cleaning as needed. * Ability to analyze and determine the applicability of epidemiologic and demographic data to draw conclusions and make appropriate recommendations. * Ability to generate and prepare data reports, scientific papers and presentations, charts, and graphs, including the ability to collect and assemble applicable information. * Ability to determine and apply appropriate statistical analysis methods including demonstrated experience working with complex data sets, data linkages and conducting sampling. * Excellent oral and written communicationand presentation skills. * Strong organizational skills with demonstrated ability to prioritize and manage multiple tasks in a fast-paced and changing environment. * Ability to supervise, including planning and assigning work according to the nature of the job to be accomplished, the capabilities of subordinates and available resources; controlling work through periodic reviews and/or evaluations; determining subordinates’ training needs and providing or arranging for such training; motivating subordinates to work effectively; determining the need for disciplinary action and either recommending or initiating disciplinary action. * Capacity to work both independently and as part of a team, with attention to detail, and the ability to prioritize inquiries and tasks appropriately. * Reliable, with high energy and enthusiasm, and an interest in social impact. /_Preferred Qualifications:_/ * Established high standards for accuracy and attention to detail. * Excellent interpersonal and communication skills with the aptitude to work independently and collaborate with multiple staff members. * Proficiency with REDCap, Tableau and SAS. * Proficiency with Microsoft Office applications including Excel, Word, Outlook, PowerPoint, and Teams. *About the Department of Public Health:* The mission of the Massachusetts Department of Public Health (DPH) is to prevent illness, injury, and premature death, to assure access to high quality public health and health care services, and to promote wellness and health equity for all people in the Commonwealth.
