Public Buildings Service Supervisory Contract Specialist in Boston, Massachusetts

Summary As a Supervisory Contract Specialist you will serve as a Branch Chief and report to the Director of Acquisition Management Division, Public Buildings Service, New England Region, Boston, MA. We are currently filling two vacancies, but additional vacancies may be filled as needed. Responsibilities Serves as a senior technical advisor to the Division Director and PBS Regional Commissioner and regional management officials responsible for the following duties: Directs a program segment that performs technical, administrative, or professional work in the contracting area. Provides complex administrative, technical and/or professional contracting services directly affecting GSA and large or complex customer agencies. Manages allocation of branch resources; tracks and forecasts resource utilization and coordinates demand planning. Confers with the Division Director and Division staff to evaluate plans and problems regarding acquisition management programs and projects. Establishes and maintains effective communications among team members and Public Buildings Service staff. Assigns tasks and adjusts workload to meet program needs. Oversees and coordinates the successful operations of the Regional Contracting staff which is responsible for performing duties involving the full range of pre and post-award contracting for the Service. Participates in the development of work measurement systems on a regional level and as requested, communicates national procurement initiatives and goals and performance standards to individual employees. Follows up to insure employees are meeting their goals or takes positive action to improve performance. Ensures the timely completion of work of satisfactory quantity and quality by carrying out various supervisory tasks. Performs the full range of first and second level supervisory responsibilities for subordinate staff members as described in the attached factors to this position. If you are a new federal employee, your starting salary will likely be set at the Step 1 of the grade for which you are selected. 1102 Qualifications GS-13 & above: You must meetthe requirements in 1, 2, or 3 below: All of the following: (a) Completion of Training listed in Level I & II of FAC-C Course Requirements;or FAC-C Level II or III, or a DAWIA level II or III certification. (b) At least 4 years of experience in contracting or related positions including 1 year of specialized experience at or equivalent to work at the level described below; and (c) Completion of a 4-year course of study leading to a bachelor's degree that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. Exception: If you were in a GS-1102 position on January 1, 2000, you will be exempt from meeting the educational requirements for the grade level of that position. However, to be promoted you will have to meet Option 1 or 3. Waiver: GSA's senior procurement executive has the discretion to waive any or all of the requirements in 1 above. In addition to meeting the basic qualifications above you must also possess one year of specialized experience equivalent to the GS-13 in Federal Service. The specialized experience for this position is experience in evaluating or implementing contracting programs; OR leading or supervising contracting professionals providing contracting services for the acquisition of a wide range of supplies, services (professional and non-professional), and/or construction; OR contracting experience that demonstrated the ability to perform the full range of highly complex pre-award and post award activities utilizing a variety of types of contracts and evidence of professional potential, business acumen, drive for results, relationship building, and self-motivation in order to procure supplies, services, or construction associated with an organization.
