State of Massachusetts Special Populations and Systems Improvement Manager in Boston, Massachusetts

The MassHealth Office of Behavioral Health is seeking an experienced professional for the role of Specialty Populations and Systems Improvement Manager (SPSIM). The SPSIM will be assigned oversight of initiatives, work streams and contract management of MassHealth regulated behavioral health services that support the needs of youth and families requiring alternative or enhanced levels of behavioral health support based upon their unique developmental and/or behavioral health needs.* * _Duties and Responsibilities (these duties are a general summary and not all inclusive):_ /Portfolio Management/ * Support the ongoing and collective responsibilities of the Child and Family Team which operates within MassHealth’s Office of Behavioral Health. * Participate in data analyses related to cost, quality, efficiency, and outcomes of existing services for youth and families requiring enhanced behavioral health support within the community. In collaboration with the OBH leadership team, support data acquisition efforts and analysis to develop policy recommendations for improving access to and quality of behavioral health services for youth and families. * Support and participate in procurement efforts and management of all special contracts and interagency service agreements related to child and adolescent services, including contracts that advance service quality, expand or enhance benefits, improve managed care accountability, and deliver technical assistance to providers. * Supervise clinical priority areas to ensure compliance and quality improvement in the service delivery system. /Systems Development/ * Support the office with expanding capacity and utilization of crisis diversionary services. * Implement the use of regular use of program analytics to identify program efficiencies as well as areas for program development and enhancement. * Support the ECASS procurement and provide subsequent supervision of implementation of the new platform across the children’s behavioral health service continuum. * Support the office with monitoring and enhancing services designed to support the behavioral health needs of ASD-ID youth populations. * Support the office with monitoring and enhancing MasHealth regulated behavioral health services for youth and families. * Provide child and youth subject matter expertise in support of Behavioral Health Roadmap rollout. * Support the monitoring of CBHC rollout as well as the implementation and rollout of youth. * Facilitate cross collaboration with various systems to address the priority needs of specialty youth populations. /Collaboration/ * Facilitate ongoing collaboration with the MCO/ACOs to monitor the effectiveness of behavioral health services for youth and families. * Collaborate with Office of Behavioral Health and MassHealth leadership team to develop and implement and oversee MassHealth Behavioral Health services for youth and families, including the broad continuum of services both acute, diversionary and community based for members under 21.  * Work closely with the Parent Child, and Family Policy and Programs and across MassHealth with other EOHHS agency staff to achieve performance objectives across these areas and to evolve MassHealth benefits and policies pertaining to care for youth and families. * Oversee and participate in the day-to-day operational management of various system development projects such as CANS development activities, contract amendments, ISA development, network meetings and workgroups, participation in procurement activities, etc. * Engage agency stakeholders in new program and policy development. * In collaboration with EHS leadership, engage regularly with youth and family behavioral health stakeholder groups. Advance public knowledge of the accomplishments of MassHealth and OBH in serving youth and families. Present on accomplishments and lessons learned, at local, statewide and national forums. _Preferred Qualifications:_ * Strong analytical, organizational, interpersonal, verbal and written communications skills. * Ability to work with high level officials and executives * Effective Excel, PowerPoint, and other Microsoft office applications. * Ability to prioritize numerous tasks, and to work under time constraints. * Five years’ relevant professional experience. * Experience projects and processes. * An MBA, MPA or other master’s degree in a related field. _TO APPLY:_ Please upload both Resume and Cover Letter for this position when applying.
