What You’ll Be Doing

Cadmus seeks a highly motivated Subject Matter Expert to lead financial, policy, and statistical analysis projects for EPA and other government clients in the area of drinking water, wastewater, stormwater, and natural infrastructure financing, with a particular focus on the Drinking Water and/or Clean Water State Revolving Loan Funds. Successful candidates will have experience leading projects or administering programs in water infrastructure or environmental finance at the federal, state, or local level. Cadmus emphasizes working effectively in a team environment with a commitment to the highest standards of excellence. Additional activities will include contributing technical, programmatic, and policy insights, particularly as they relate to the water, wastewater, and stormwater sectors. This is a full-time position with a flexible work location, with the option to work remotely.

Responsibilities

  • Lead projects on issues related to drinking water, wastewater, or stormwater utility financing and sustainability.

  • Lead the development of reports, case studies, presentations, guidance documents, and other documents on issues related to system financing, disadvantaged communities, equity, and affordability.

  • Provide technical assistance to states to expand or improve their infrastructure lending programs, particularly the Drinking Water and Clean Water State Revolving Funds (DW and CWSRF), with an emphasis on program efficiency, cash flow modeling, financing mechanisms, and water affordability issues and solutions.

  • Provide technical assistance to improve communications with and support for potential borrowers from water infrastructure financing programs.

  • Provide technical assistance related to financial planning or obtaining financial and other assistance to drinking water, wastewater, or stormwater utilities, or partners involved in nature-based solutions (natural infrastructure).

  • Develop recommendations and innovative approaches to improve the efficacy and reach of EPA’s Office of Water grant and loan programs. Provide guidance on developing appropriate metrics to evaluate these programs, particularly under the Bipartisan Infrastructure Law (BIL).

  • Participate in business development efforts related to public sector financing or infrastructure sustainability.

  • Demonstrate professionalism and sound judgment in interactions with clients and other external audiences.

  • Project coordination and management, such as planning project schedules, coordinating support staff activities, tracking progress toward meeting milestones, and tracking budget expenditures.

  • Perform quality control activities by reviewing draft deliverables to verify technical accuracy and ensure that client needs and contract requirements are satisfied.

  • Supervision of staff.

Qualifications

Required Qualifications:

  • A BS/BA degree in environmental policy, economics, or a related field and at least 12 years of experience in the water or environmental sector, or an MA/MS degree and at least 10 years of experience in the water or environmental sector.

  • Experience working with the Drinking Water and Clean Water State Revolving Funds.

  • Familiarity with challenges facing wastewater and drinking water systems when seeking to make infrastructure improvements, such as planning, affordability, equity, procedural or paperwork requirements, compliance with federal cross-cutting requirements, financial and managerial capacity to qualify for a loan, etc.

  • Knowledge of wastewater and drinking water system financial management.

  • Financial and policy expertise, especially in the area of water-sector and public financing. Preferably, this will include knowledge of public financial capital markets (especially tax-exempt, state and municipal financing) and understanding of infrastructure financing opportunities at all levels (local, state, federal).

  • Ability to provide technical assistance to water systems and to develop effective training materials in the areas of asset management, financial management, and long-term planning.

  • Ability to analyze federal and state statute and regulations and understand how they affect infrastructure financing opportunities or affordability.

  • Experience managing interdisciplinary project teams, including budget management and resource planning.

  • Excellent research, oral and written communication skills and analytical skills.

  • Domestic travel may be required.

  • Candidates must be eligible to work in the United States as a U.S Perm Resident or U.S. Citizen.

The minimum starting salary for this position is $114,000. The actual salary may be higher and will be determined by several factors, including relevant work experience, education, skills, and market competitiveness.
