Position Summary * The incumbent of this position will function as the District Operations Engineer under the direction of the District Highway Director (or Designee) and oversee the District's Operations Section to ensure all work is performed within the Section in accordance with legal and contractual requirements and established guidelines and is completed in an efficient and timely manner. Perform engineering & operational duties related to the oversight, permitting, coordination, design, rating, maintenance and repairs of the District infrastructure including but not limited to bridges, roadways, tunnels, buildings, culverts, and other related District assets as necessary. Duties and Responsibilities * Directs and coordinates activities of personnel engaged in Engineering projects to ensure that safety measures, operational effectiveness, and compliance with MassDOT procedures and legal requirements are followed. * Responsible for maintaining and updating all District Operational Agreements or MOU's with other State Agencies and/or Municipalities. * Provide input on development of all Operational Agreements to ensure alignment with District Operational goals. * Provide supervision and oversight of the District Permit Section and ensure work is approved in line with the Operational goals. * Provide supervision and oversight of the Traffic and Safety Section. * Provide input and coordination of District Operations/Activities among District Sections to ensure Projects/Permits/In-House activities are. * Assist the DHD (or Designee) with reviews, routing, and/or determinations on course of action for public records requests, correspondence, emails, and phone calls (both internal and external) from the general public, elected officials, MassDOT HQ and/or other agencies. * Assist the DHD with overseeing the coordination of District communications for all public relations, customer feedback, review of citizen complaints, media, legislative and/or MassDOT HQ inquiries and other agencies. * Coordinate and manage various special projects, programs and initiatives as directed. * Supervision and oversight of the District's Access Work Program and coordination of weekly work activities. * Assist in the oversight of any District performance management initiatives to facilitate improvement and to meet performance objectives using measurement guidelines defined by MassDOT and the District. * Assist the DHD in matters related to inter-agency contact, communications and correspondences with HQ and act as a liaison with state and local delegations and municipalities as required. * Manage District Asset Management planning including working with District Sections to develop asset goals, strategies and project portfolio, monitor and report on the Districts performance and provide input into development of Capital Improvement and Maintenance investment plans at the District level to ensure these plans are coordinated with HQ. * Advises DHD with information on critical issues related to the District. * Prepare/review correspondence, reports, studies, and analytical data and perform calculations and engineering duties in accordance with sound engineering principles and standards. Incumbents of this position are designated as Confidential Employees and shall ahere to the DOT policies as required. This position is eligible for a five-thousand dollar ($5,000) signing bonus (“Signing Bonus”) if you are newly hired at MassDOT. Current MassDOT employees are not eligible for the Signing Bonus. The Signing Bonus will be paid in two parts: 1) $3,000 (less applicable taxes) included in the employee's first paycheck. 2) $2,000 (less applicable taxes) after the successful completion of the employee’s probationary period. Minimum Entrance Requirements This requisition will remain open until filled; however, first consideration will be given to those applicants that apply within the first 14 days. Applicants must have at least (A) nine years of full-time or equivalent part-time, experience in civil engineering work in such areas as construction, construction management, survey, design, transportation, hydraulics, structural, sanitary, drafting, environmental, highway, architectural, airport, soils and materials, of which (B) at least seven (7) years must have been in a professional capacity, and (C) of which at least three years must have been in a supervisory capacity. SUBSTITUTIONS: I. An Associate's degree with a major in civil engineeringor civil engineering technologymay be substituted for a maximum of one year of the required (A) experience.* II. A Bachelor's degree with a major in civil engineeringor civil engineering technologymay be substituted for a maximum of two years of the required (A) experience.* III. A Master's degree with a major in civil engineeringmay be substituted for a maximum of two years of the required (A) experience and one year of the required (B) experience. IV. A Doctoral degree with a major in civil engineeringmay be substituted for a maximum of two years of the required (A) experience and two years of the required (B) experience. NOTE: The terms civil engineering and civil engineering technology include related engineering disciplines such as construction, construction management, survey, design, transportation, hydraulics, structural, sanitary, drafting, environmental, highway, architectural, airport, soils and materials. NOTE: Education towards such a degree will be prorated based on the proportion of the requirements completed. *NOTE: No substitutions will be permitted for the required (C) experience. SPECIAL REQUIREMENTS: Incumbents are required to have a current and valid Class D Driver's License. The incumbent is expected to report for work in declared emergencies and in the event of snow and ice operations as directed by the supervisor.
