State of Massachusetts Senior Regulatory Policy Advisor to the Commissioner in Boston, Massachusetts

_*_The new address of this position will be 1 Federal Street, Boston, MA 02110 in 2025._*_ _About the Organization:_ The Division of Insurance ("DOI"), an Agency within the Office of Consumer Affairs and Business Regulation, administers the Commonwealth’s insurance consumer protection laws through its regulation of the insurance industry. The primary mission of the Division is to monitor the solvency of its licensees in order to promote a healthy, responsive and willing marketplace for consumers who purchase insurance products. The Division also investigates and responds to consumer inquiries and complaints, enforces state insurance laws and regulations, and provides the public with accurate and unbiased insurance information. An important aspect of the Division’s work is ensuring that the individuals and business entities conducting the business of insurance in Massachusetts do so in a legal and timely manner. The Division of Insurance is committed to ensuring a diverse and inclusive workplace where all employees feel respected, valued, and empowered to maximize their skills and talents to serve our citizens. _About the Role:_ The Senior Regulatory Policy Advisor to the Commissioner reports directly to the Commissioner of Insurance and is responsible for working on the oversight of regulatory policy matters within the Division. The candidate in this role will be responsible for understanding and developing substantive regulatory policy recommendations in a wide range of insurance regulatory areas, including matters concerning the Division's duties as the regulator of Massachusetts insurance markets and its interaction with other market regulators on topics of mutual interest. The Senior Regulatory Policy Advisor will work closely with the Commissioner, First Deputy Commissioner, Deputy Commissioner and General Counsel, and other relevant senior staff members, to carry out their responsibilities. _Duties and Responsibilities_: (these duties are a general summary and not all inclusive): * Act as primary regulatory policy advisor to Commissioner of Insurance across a wide spectrum of insurance regulatory policy matters affecting the Massachusetts Division of Insurance and the Commonwealth. Make recommendations to the Commissioner, as needed, on the development of state, regional and national policy in the regulatory realm, and advise on areas of critical need based on ongoing review of emerging market conditions and the interests of the insurance buying public. * Work with the Commissioner of Insurance and the DOI's senior staff team, the Office of Consumer Affairs and Business Regulation, the Executive Office of Economic Development, and other government stakeholders, insurance market representatives in Massachusetts and across the country, to identify and review emerging regulatory policy issues and, as appropriate, propose new or amend existing regulatory policy to the Commissioner. * Work with professional and certifying organizations including, but not limited to, the National Association of Insurance Commissioners (NAIC), and other state and local regulatory policy-focused organizations to achieve consistency, fairness and uniformity of treatment in these areas. _ Preferred Knowledge, Skills, and Abilities:_ * Ability to motivate staff and to deal with people at high levels of authority outside the agency, maintaining effective relationships despite conflict situations. * Knowledge of the principles and practices of management, including planning, organizing, directing, motivating, controlling and decision-making. * Knowledge of the principles and practices of financial management. * Knowledge of the principles of organizational behavior. * Knowledge of public speaking techniques. * Ability to plan, organize and control the use of manpower, equipment and budgetary resources to achieve department goals and objectives. * Ability to write concisely, to express thoughts clearly and to develop ideas in logical sequence. * Ability to effectively handle personnel conflicts. * Ability to delegate effectively. * Ability to anticipate and analyze difficult situations and take corrective action to prevent problems from occurring. * Ability to adjust to changing situations to meet emergencies or altered program or production requirements. * Ability to accomplish work objectives where few precedents or guidelines are available. * The ideal candidate for this position will possess comprehensive knowledge of relevant regulatory landscapes and related insurance law and policy governing multiple lines of insurance and public policy and have training in law or business, with experience in a senior level administrative position in an organization. * Experience in dealing with senior agency staff and high-level government officials is preferred. * All applicants should attach a cover letter and resume to their online submission for this position.* MINIMUM ENTRANCE REQUIREMENTS: Applicants must have at least (A) six (6) years of full-time or, equivalent part-time, professional, administrative, supervisory, or managerial experience in business administration, business management, public administration, public management, clinical administration or clinical management of which (B) at least two (2) years must have been in a project management, supervisory or managerial capacity or (C) any equivalent combination of the required experience and substitutions below. Substitutions: I. A certificate in a relevant or related field may be substituted for one (1) year of the required (A) experience. II. A Bachelor's degree in a related field may be substituted for two (2) years of the required (A) experience. III. A Graduate degree in a related field may be substituted for three (3) years of the required (A) experience. IV.
